Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: March 17, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Relient Emissions Testing, Inc., for the supply of Engine Emissions Performance testing services for the electric generating equipment at the Denton Energy Center; providing for the expenditure of funds therefor; and providing an effective date (IFB 7245 – awarded to Relient Emissions Testing, Inc., for three (3) years, with the option of three (3) additional one (1) year extensions, in the total six (6) year not-to-exceed amount of $72,000. The Public Utilities Board recommends approval (7 - 0). IFB INFORMATION /BACKGROUND The Denton Energy Center (DEC) was an approved CIP project for DME that reached commercial operation in June 2018. The DEC provides power at times that renewable energy sources are not readily available. The DEC is a key component of Denton Renewable Resource Plan’s goal to provide the citizens of Denton with cost-effective electricity from 100 % renewable resources. The DEC’s electric generating equipment (12 Gas Engines) is required by TCEQ/EPA to perform periodic stack testing for demonstrating continuous compliance for the natural gas-fired engines. The periodic stack testing required includes Nitrogen Oxides (NOx), Carbon Monoxide (CO), Volatile Organic Compounds (VOCs) and Ammonia (NH3) (40 CFR Subparts ZZZZ and JJJJ) Testing is required on 2 and 3-year intervals and this contract is for such required testing to ensure air permit conditions compliance and continued operation. Invitation for Bids was sent to 283 prospective suppliers of this service. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Four (4) bids meeting specifications were received. The lowest bid was received by Relient Emissions Testing, Inc. RECOMMENDATION Award a contract with Relient Emissions Testing, Inc., for the supply of Engine Emissions Performance testing services for the electric generating equipment at the Denton Energy Center, in a three (3) year, with the option of three (3) additional one (1) year extensions, in the total six (6) year not-to-exceed amount of $72,000. Lubbock, TX ESTIMATED SCHEDULE OF PROJECT This is an initial three (3) year contract with options to extend the contract for three (3) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION The services will be funded from the DEC project account 600105.6545.5500. Requisitions will be entered into the Purchasing software on an as-needed basis. The budgeted amount for this item is $72,000.
