Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: March 17, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Commercial Electronics Corporation, to provide Motorola API (Application Programming Interface) for the HigherGround and Motorola Project 25 Land Mobile Radio applications, which is the sole provider of this software, in accordance with Texas Local Government Code 252.022, which provides that procurement of commodities and services that are available from one source are exempt from competitive bidding, and if over $50,000 shall be awarded by the governing body; and providing an effective date (File 7180 – awarded to Commercial Electronics Corporation, in the five (5) year not-to-exceed amount of $169,804.37). INFORMATION/BACKGROUND Denton Public Safety Communications uses HigherGround recording system which provides 9-1-1 call recording for the Public Safety Answering Point (PSAP) operations. The system is Next Generation 9-1-1 (NG9-1-1) ready which allows dispatchers to manage critical communications among wide range of public communication devices and sources such as telephone, radio, email, chat, video, SMS, GIS, mobile phone, and visual images. With the upcoming implementation of Motorola Project 25 Land Mobile Radio (P25 LMR) radio system, the HigherGround system is certified to provide the Motorola API to interface between HigherGround recording system and P25. HigherGround integrates seamlessly with Motorola P25 radio systems to capture audio as well as metadata. This API ensures HigherGround records all radio channels communication for Public Safety dispatchers to manage and reconstruct incidents from everyday use to critical situations. Commercial Electronics is the only authorized service provider for maintenance and sales of HigherGround recording hardware and software systems currently in the state of Texas. No third party is authorized or certified to perform any maintenance of parts on any HigherGround systems other than Commercial Electronics Corporation in the state of Texas. Section 252.022 of the Local Government Code provides that procurement of sole source commodities and services are exempt from competitive bidding, if over $50,000, shall be awarded by the governing body. FISCAL INFORMATION These services will be funded from Technology Services Job Cost account number 840100744.30100 for the first year, and on-going maintenance is budgeted in the Technology Services operating account number 830700.6504. Requisition #144886 has been entered into the Purchasing software system in the amount of $86,715. The budgeted amount for this item is $169,804.37.
