AGENDA INFORMATION SHEET
DEPARTMENT: Procurement & Compliance
CFO: Antonio Puente, Jr.
DATE: March 17, 2020
SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Intervet, Inc. dba Merck Animal Health, for the
supply of veterinary and animal health supplies for the City of Denton’s Animal Services Shelter;
providing for the expenditure of funds therefor; and providing an effective date (IFB 7178 - awarded to
the lowest responsive bidder for each line item: Intervet, Inc. dba Merck Animal Health, in a total five (5)
year, not-to-exceed amount of $275,000).
IFB INFORMATION /BACKGROUND
An “Invitation for Bid” (IFB) was issued for the purchase of Veterinary Supplies to be used at the City of
Denton Animal shelter. A contract for these veterinary supplies will:
• Provide a guaranteed price and availability for the purchase of pharmaceuticals and medical
supplies for veterinary and general animal care purposes at the City of Denton Animal Shelter;
• Provide a contracted source for the purchase of supplies essential to the operation of the City of
Denton Animal Shelter;
• Provides replacement directions in the event of quality problems, duplicate shipments, short-dated
or outdated products, incorrectly ordered products, erroneously selected product, damaged
product, or similar problematic orders;
In addition, the Invitation for Bid included Microchips and only one vendor met the requirements for the
specifications (Home Again Brand). The Home Again Brand Microchip utilized the Shelter Pro Database
that the Animal Services Shelter has in place. Merck Animal Health, Inc. was ranked the highest and
determined to be the best value for the purchase of the “Home Again” Microchip.
Invitation for Bids was sent to 32 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Three (3) bids meeting specification were received. The lowest bids were received by
Midwest Veterinary Supply Inc. and Intervet, Inc. dba Merck Animal Health.
