7187 IFB - TECHNICAL SPECIFICATIONSTechnical Specifications Supply of Water & Sewer Inventory Stock PURPOSE The City of Denton is providing information that will allow prospective suppliers to prepare submissions to supply Water & Sewer Inventory Stock for the City of Denton. The products will be received and distributed through a centralized distribution center located at 901B Texas Street, Denton, TX 76209. Orders will be placed as needed over the contract term. SUBMISSIONS Pricing submissions shall be provided using Ionwave’s ‘Line Items’ section, with supporting documentation as required. Additional information clarifying the supplier’s product may be attached to their submission. Pricing shall include all costs to deliver goods as specified in this specification. Pricing cannot be subject to minimum order quantities. Any special fees or commissions, and all freight for delivery to the City of Denton Warehouse and unloading costs must be included in the quoted price. Item pricing shall be mutually exclusive, thus the City of Denton reserves the right to choose the best valued item from different vendors. The City will considered quarterly pricing updates (see Terms and Conditions for details and requirements). QUALITY CONTROL The manufacturer shall be responsible for the quality control of the manufacturing processes to assure that all requirements of these specifications are met. However, the City reserves the right to observe, to inspect and to require additional quality control investigations, either by its personnel or an independently employed quality control investigator, at any or all stages of fabrication at the manufacturer’s facilities. Failure to adequately maintain fabrication and quality of fabrication until completion shall be grounds for cancellation of the order or any part thereof. Field failure or field repairs required due to quality control failures or manufacturing procedures shall be the responsibility of the manufacturer. WRITTEN WARRANTY and GUARANTEES Written guarantees shall include any limitations as to the nature of failure or time limitations. The guarantee shall begin upon receipt of the accepted units, not on the date of manufacture. Guarantees shall indicate whether or not it is made on a full replacement basis or a prorated basis and if prorated then what are the terms. Manufacturer/supplier guarantees that the goods furnished under this specification are of high quality and agrees to replace any goods found to be defective during inspection, installation, or service for a minimum period of 12 months after unit is delivered to Denton. All replacements by the manufacturer/supplier shall be free of charge F.O.B. at the same delivery point called for in the original order. Replacements must be handled in a professional and timely manner and in no case shall a replacement unit take longer than 60 days to arrive in Denton after first being submitted for replacement. Respondent guarantees that all products quoted and furnished under this agreement will be accepted at any normally used United States approved repair and warranty shop should one be available for the manufacturer’s product quoted. The City of Denton will not accept a manufacturer’s product that was rejected or substandard and then sold to a broker for either resale or scrap that would not be fully warranted by the original manufacturer. The respondent must be an approved distributor by the manufacturer of these products, and is authorized to sell the products to the City of Denton. The respondent also guarantees that the City will be represented by the Manufacturer, should an issue arise, and that all manufacturer’s warranties will be in effect for the life of the contract. DELIVERY Deliverables shall be shipped F.O.B. destination, with delivery/freight cost included in the unit price. Delivery shall be made within three weeks A.R.O., unless otherwise noted on the pricing proposal submitted by supplier. The City expects listed delivery timeframes to be adhered to during the term of the agreement. The City of Denton understands that manufacturing and market conditions change. In order for the City to be able to order and replenish at the right time, through the life of the contract, original delivery schedules shall not be increased by more than 20% of the original delivery schedule. The City of Denton will review each delivery upon receipt and check each item prior to accepting delivery. The vendor must ensure all items are easily accessible, and that delivery drivers are able to wait for City staff to check each item. Deliveries with material stowed inside material, unreachable items, etcetera will be refused and sent back to the vendor at the vendor’s expense. Vendor has 24hrs to reorganize and re-ship material. ACCEPTABLE MANUFACTURERS The City will only accept proposals from the specific manufacturers and part numbers listed on each line item detail. The City understands that manufacturers may update part numbers periodically. The City will accept updated part numbers based upon the part number, if only the part number is updated. Proposals offering alternate products will not be considered for this solicitation. For fire hydrants, only the following brands are acceptable by the City of Denton: U.S. Pipe, Mueller, and Waterous. Models quoted must be equal to products currently in use by the City of Denton and must be American Water Works Association (AWWA) or American Society for Testing and Materials (ASTM) approved products. NEW NSF 61 STANDARDS Where applicable, all bid materials must conform to the new lower lead limit provisions of the NSF 61 standards which will come into effect in July 2012. The City will not accept products or materials which do not conform to the new standard limits. All water material must be for potable water. Irrigation material will not be accepted, and will be rejected/sent back at the vendor’s expense. If upon award, non-conforming inventory is shipped to the City of Denton. It will be refused and sent back to the vendor at the vendor’s expense. The vendor will have 72hrs business hours from the time the error is found to deliver the correct material to the City. PRICE LIST – SECTION SPECIFICATION/DETAILS SECTION A – DUCTILE IRON – FULL BODY DOMESTIC ONLY Castings shall be either Tyler/Union or Bass & Hays of domestic manufacture only. Castings shall conform to ASTM A-48 Class 35 strength requirements. No Sigma brand or imported casting products are allowed for this section. Ductile iron water pipe shall conform to AWWA C151 standards. Ductile iron pipe shall be furnished with push-on joints, mortar lining and a bituminous coat. Unless otherwise noted in the bid exhibit Sigma brand is not a preferred brand. Prices and estimated delivery dates shall be provided for both ductile iron AWWA C-110 full body fittings only. Any bids for C-153 will be treated as not responsive. SECTION B – BRASS ADAPTERS AND FITTINGS Brass fittings for water service shall conform to AWWA C800 standards. SECTION C & D – PVC ADAPTERS, BENDS, CONNECTORS, & PIPE Polyethylene encasement shall be black in color and shall conform to AWWA C105 standards. HDPE encasement shall be cross-laminated and a minimum of 4 mils in thickness. LDPE encasement shall be linear, low-density polyethylene with a minimum thickness of 8 mils. HDPE water service tubing shall meet AWWA C901 standards. Unless otherwise noted in the bid exhibit, HDPE tubing shall be SDR-9 conforming to CTS OD sizing with a minimum pressure rating of 200 psi. PVC sewer pipe and fittings shall conform to ASTM D3034 standards. PVC water pipe shall conform to AWWA C900 standards. Pipes with a manufacturing date or production code greater than one year upon delivery will not be accepted by the City of Denton. A date stamp is required; a date code is not acceptable. The City will reject and return any item that fails to meet all requirements at the vendor expense. SECTION E – WATER METER BOXES, SEWER BOXES Meter boxes shall be furnished with the lid included. SECTION F – MANHOLE LIDS, RINGS AND RISERS Steel adjustment risers shall be furnished with set screws included. SECTION G – FIRE HYDRANTS, EXTENSIONS AND REPAIR KITS All fire hydrants shall conform to ANSI/AWWA C502 standards. Unless otherwise noted in the bid exhibit all fire hydrants shall have a 5 ¼” main valve opening, three nozzles (one pumper and two hose), mechanical joint boot connection, 6” inlet connection, standard pentagon nut, and shall open left (counter-clockwise). Fire hydrant color shall be either all blue or silver with blue nozzles and blue top cap. Nozzle caps shall be furnished with security chains. Mechanical Joint hardware sets shall be T-bolts conforming to ANSI/AWWA C111/A21.11-7 standards. SECTION K & L– BRASS TAPPING SADDLES & STAINLESS TEEL TAPPING SLEEVES All water service saddles shall conform to ANSI/AWWA C800 standards. Unless otherwise noted all water service saddles shall be sized for ductile iron pipe and have an AWWA tapered (CC) outlet. SECTION M – GATE VALVES, BALL VALVES AND STOPS Unless otherwise noted in the pricing list, all valves are to be furnished without accessories. All gate valves shall conform to ANSI/AWWA C509 or ANSI/AWWA C515 standards and be epoxy coated according to ANSI/AWWA C550 standards. Unless otherwise noted in the bid exhibit all gate valves shall be furnished with a non-rising stem, EPDM rubber, and a standard operating nut. All ball valves shall conform to ANSI/AWWA C800 standards. Unless otherwise noted in the bid exhibit all ball valves shall have a locking wing. All water service valves and brass fittings shall conform to ANSI/AWWA C800 standards. Unless otherwise noted in the bid exhibit all water service valves shall be furnished with a locking wing where that option is available. Unless otherwise noted in the pricing list, CTS OD sizing is to be assumed for all connections. Corporation valves are to be furnished with AWWA tapered (CC) inlet threads. Acceptable water service valve manufacturers are: Mueller, Ford, MacDonald, Jones. SECTION N – MATER RESETTERS All water service resetter assemblies shall conform to ANSI/AWWA C800 standards. Unless otherwise noted in the bid exhibit all water service resetter assemblies shall be furnished with locking wings on the valves. Acceptable water service resetter manufacturers are: Mueller, Ford, MacDonald, Jones. SECTION O: WATER METER VAULT HATCHWAYS No substitutes or replacements will be considered. SECTION P: WATER METER, GASKETS, REPAIR PARTS Part 1 General: 1.01 A. All meters shall be new, ready for installation at time of delivery and shall be delivered FOB Central Receiving Warehouse Denton. Meters shall be the positive displacement type with magnetic drive, conforming to the latest revision of AWWA Standard C700, and the current NSF 61 standards, including all brass components that would be in contact with potable water. B. Bidders should furnish their current literature describing in detail each meter they propose. In addition, each bidder is requested to supply in writing all published manufacturer’s warranties and exchange programs. Failure to comply with this request could result in rejection of the bid. Only meters manufactured within the continental limits of the United States will be acceptable. All meters shall comply with the American Water Works Association specification C700 with additional requirements listed herein. Meters shall be used for indicating the consumption of water and shall be the type of meter known as cold-water meter of the nutating disc. 1.02 Warranty A. The manufacturer shall repair or replace, without charge, those parts in which a defect has developed. This warranty shall not apply if the meter has been modified by the use of replacement parts not made by the manufacturer of the meter. 1.03 Samples A. Samples for testing may be requested by the City during proposal evaluation. Samples will be free to the City for testing purposes to be returned to the vendor upon request. Failure to provide samples on a timely basis will be justification for proposal rejection. The City of Denton reserves the right to determine products of equal value. 1.04 Submittal A. Each proposal should include complete descriptive literature and installation instructions including pictures, diagrams, charts, and graphs. Such literature shall include performance information for the type of meter for which a quote is tendered. B. Each vendor shall submit a complete repair parts list including published process. If the vendor will allow a discount from the published list prices, then the percentage of discount should also be included. C. In submitting proposals, bidders are requested to bid only on what they consider their first-line meters and not on the so-called competitive type meters. The City of Denton reserves the right to decide whether, in its judgment, meters are first-line or so-called competitive meters. No bid will be considered on meters of a design or size that have not been listed in the regularly issued catalog of the manufacturer and field tested by the City of Denton for one year. D. Normal flow limits. At any rate of flow within the normal test-flow limits the meter shall register not less than 98.5% and not more than 101.5% of the water that actually passes through it. E. Minimum flow rate. At any rate of flow within the normal test-flow rate to the lowest normal test-flow rate, the meter shall register not less than 98.5% and not more than 101% of the water that actually passes through it. F. Meters supplied under this specification shall operate without leakage or damage to any part at a working pressure of 150 psi. G. Meters larger than 1” (25 mm) shall be designed for easy removal of all interior parts without disturbing the connections to the pipeline. 1.05 Production Data A. Each manufacturer shall place on file, with the City, a certified list of all the parts contained on and within the unit. For each part the material shall be listed and all applicable reference standards that the materials meet. Any proposed exceptions, changes, or modifications of the design must be accompanied by a new parts and materials list and a statement of the changes made. Failure to meet this requirement is cause for rejection by the City. B. With this bid, each bidder should furnish a graph with the proposal or make available, for each size meter bid, showing actual capacity and accuracy of the meter from zero to twenty-five (25) pounds pressure loss. Such data will be cross-referenced on the bid sheet to appropriate accuracy and the loss of head curve, and to a cut-away illustration in a catalog to facilitate ready identification of the meter bid. C. Meters are to be accepted on a certificate furnished by the manufacturer certifying that the meters supplied meet these specifications. The meters will be tested by the City of Denton to determine whether they do or do not meet the specifications. Any failure to specify exceptions will be a basis for disqualification. 1.06 Shop Drawings A. Each manufacturer shall place on file at the City certified assembly drawings of the unit proposed to be furnished. Any proposed exceptions, changes or modifications of the design must be accompanied by a new detailed drawing and a statement of the changes made. Failure to meet this requirement is sufficient cause for disqualification. B. Drawings furnished shall show principal dimensions, including metal thickness construction details and materials used. 1.07 Approved Manufacturers 1. Neptune Badger 3. Metron Farnier only as indicated Positive Displacement Water Meters 5/8” x 3/4” Through 2” Remote Read and Direct Read Part 1 General: 1.01 A. These specifications cover bronze water meters in size 5/8” x 3/4” and 3/4” x 3/4” in a 7 1/2” laying length, 1”in a 10-3\4” laying length, 11/2” in a 13” laying length and 2” in a 17” laying length registering in U.S. gallons. The meter type and model shall be available concurrently in 5/8” x 3/4”, 3/4” x 3/4”, 1”, 11/2”, and 2”. 1.02 Reference A. AWWA C700 B. Meters will be direct read or remote read with a positive displacement. B. All meters shall meet or exceed AWWA C700 or latest revision in addition to supplementary requirements. 2.03 Components A. Meter Cases 1. Main cases of meters shall be made of bronze and meet the requirements for NSF standard 61(current version), including all brass components that come in contact with potable water. 2. The casings shall not be repaired in any way. 3. Stamped casings are not acceptable. 4. The model, size and direction of flow through the meter shall be cast in raised characters on the outer case. 5. The number of the meter shall be imprinted on the maincase. Manufacturer’s meter serial numbers shall be individual and shall not be duplicated. 6. Meter cases shall be of standard lengths according to AWWA standards. 7. The spuds on the 5/8” meters shall be standard threads. B. Bottom Plates 1. Main case bottom cap for the 5/8” x 3/4” and 3/4” x 3/4” through 1” shall be of the removable bottom cap design, secured to the meter with non-magnetic stainless steel bolts. Frost plugs will not be acceptable. Bottom caps shall be made of copper alloy, bronze or suitable synthetic polymer. 1 1/2” and 2” meters shall be of the split maincase design and shall be secured with non-magnetic stainless steel or bronze bolts. C. External Closure Bolts, Nuts and Washers 1. All external closure bolts, nuts and washers shall be brass or stainless steel and shall be threaded into the casing with no external nuts. D. Registers 1. The register shall be of the magnetically driven, straight reading type and have a large test or sweep hand. It shall read in U.S. gallons. 2. The register shall be factory hermetically sealed. The term “sealed” shall mean a register that is moisture and dust proof and mechanically disconnected from the measuring chamber and shall be non-repairable, factory exchange type. 3. All registers shall be equipped with heavy-duty molded glass. The glass will be heat treated to resist scratching and vandalism. 4. Change gears shall not be allowed to calibrate the meter. All registers of a particular registration and meter size shall be identical and completely interchangeable. 5. The register will be constructed to have a minimum of six (6) number wheels. They shall be a contrasting digit and background color, such as: red digits on white background or white digits on black background. 6. The register and case shall be tamper proof 7. The meter must be adaptable to a reading method other than manual read. The vendor will describe the types of alternate reading methods now available and any system proposed for implementation within the next three years. 8. All registers will incorporate a low flow indicator. E. Remote Registers 1. When required the remote register must be of the encoder type and be readable by the Schlumberger visual reader. F. Register Boxes and Lids. 1. The name of the manufacturer shall be cast on the lid of the register box. The lid shall be recessed and shall overlap the register box to protect the lens. The lens shall be securely held in place and the register box compartment shall be sealed. Register box screws shall be drilled for seal wires or tamper proof pin and shall be sealed. Seal wire holes shall not be less that 3/32” in diameter. Registers shall be housed in a copper or stainless steel housing. Register lens shall be heat-treated glass. 2. The City of Denton Identification Number (5 digits) shall be stamped on the top of the register lid and also on an approximately 3/8” x 2” raised area on the top side on register side of the meter case on all meters. The beginning number will be assigned by the City of Denton. However, the manufacturer is responsible for the continuing sequence of numbers during the contract period. 3. The register box hoods and lids shall be made of copper alloy, or suitable synthetic polymer for 5/8” x 3/4”, 3/4” x 3/4” - 3/4” through 1” sizes and copper alloy only for 1 1/2” - 2” meters. G. Measuring Chambers 1. Measuring chambers shall be of the nutating disc type only, self-contained units, smoothly finished, firmly seated and easily removed from the main cases, and shall not be cast as part of the main case. The measuring chambers shall be so secured that the accuracy of the meter will not be affected by any distortion of the case that might occur when operating under a pressure of 150 psi. The measuring chamber shall be made of a copper , or the measuring chamber shall be made of synthetic polymer composition. H. Discs 1. Measuring discs shall be made of vulcanized hard rubber or suitable synthetic polymer with specific gravity approximately equal to that of water. They shall have sufficient dimensional stability to retain operating clearances at working temperature up to 80 F. Spindles, thrust rollers and thrust roller bearing plates shall be made of monel (per ASTM-B 164), phosphor bronze (per ASTM-B 139), austenitic stainless steel (per ASTM-B276), or suitable polymer. Disc plates shall be flat and smoothly finished and shall be reinforced or equipped with thrust rollers. Three (3) piece or one (1) piece disc will be acceptable. 2. The disc nutations shall not exceed the quantities shown in the AWWA specifications. I. Strainer Screens 1. Strainers shall be rigid, fit snugly, be easy to remove and have an effective straining area at least double that of the main case inlet. The strainer shall be of a suitable synthetic polymer of noncorrosive material. Part 3 Execution: 3.01 Field Quality Control A. Registration Accuracy 1. At any rate of flow within the normal test flow limits as specified by AWWA Standard C700, the meter shall register not less than 98.5% nor more than 101.5% of the water actually passed through the meter. B. Pressure Requirements 1. Meters shall operate up to a working pressure of 150 psi without leakage or damage to any part. C. Certification 1. The vendor shall furnish a certificate showing that each meter furnished under this bid has been tested for accuracy of registration and that it complies with the accuracy and capacity requirements of AWWA Standard C700or latest revision in addition to supplementary requirements. Water Meters 1 1/2” Through 2” Horizontal Turbine with Direct Read Part 1 General: 1.01 A. All meters shall be new, ready for installation at time of delivery and shall be delivered FOB Central Receiving Warehouse Denton. Meters shall be -turbine type measuring chamber with magnetic drive, conforming to the latest revision of AWWA Standard C700. B. These specifications cover bronze water meters in sizes 1 1/2” through 2” Horizontal Turbine Direct Read registering in U.S. gallons. C. Meters shall be used for indicating the consumption of water and shall be the type of meter known as cold-water meter. D. Main cases of meters shall be made of bronze and meet the requirements for NSF standard 61 (current version) including all brass components that come in contact with potable water. 1.02 Reference A. Tamper-Proof Calibration Vane to allow for adjustment of meter accuracy while the meter is in-line and under pressure. 3. A low flow indicator will be included to detect leakage. 2.03 Components A. Meter Cases 1. Main cases of meters shall be made of bronze. 2. The casings shall UQI be repaired in any way. 3. Stamped casings are not accepted. 4. The model, size and direction of flow through the meter shall be cast in raised characters on the outer case. 5. The number of the meter shall be imprinted on the maincase. Manufacturer’s meter serial numbers shall be individual and shall not be duplicated. 6. Meter cases shall have a 10” laying length. B. External Closure Bolts, Nuts and Washers 1. All external closure bolts, nuts and washers shall be brass or stainless steel and shall be threaded into the casing with no external nuts. 2. Maincases shall have an oval flange with a minimum 3/4” bolt holes. C. Registers 1. The register shall be of the magnetically driven, straight reading type and have a large test or sweep hand. It shall read in U.S. gallons. 2. The register shall be factory hermetically sealed. The term “sealed” shall mean a register that is moisture and dust proof and mechanically disconnected from the measuring chamber and shall be non-repairable, factory exchange type. 3. All registers shall be equipped with heavy-duty molded glass. The glass will be heat treated to resist scratching and vandalism. 4. Change gears shall not be allowed to calibrate the meter. All registers of a particular registration and meter size shall be identical and completely interchangeable. 5. The register will be constructed to have a minimum of six (6) number wheels. They shall be a contrasting digit and background color, such as: red digits on white background or white digits on black background. 6. The register and case shall be tamper proof 7. The turbine-measuring chamber shall be a self-contained unit attached to the cover for easy removal. The turbine spindles shall be stainless steel. D. Remote Registers 1. When required the remote register must be of the encoder type and be readable by the Schlumberger visual reader. E. Register Boxes and Lids 1. The name of the manufacturer shall be cast on the lid of the register box. The lid shall be recessed and shall overlap the register box to protect the lens. The lens shall be securely held in place and the register box compartment shall be sealed. Register box screws shall be drilled for seal wires or tamper proof pin and shall be sealed. Seal wire holes shall not be less that 3/32” in diameter. Registers shall be housed in a copper or stainless steel housing. Register lens shall be heat-treated glass. 2. The City of Denton Identification Number (5 digits) shall be stamped on the top of the register lid and also on an approximately 3/8” x 2” raised area on the top side on register side of the meter case on all meters. The beginning number will be assigned by the City of Denton. However, the manufacturer is responsible for the continuing sequence of numbers during the contract period. The register box hoods and lids shall be made of copper alloy, containing not less than 75% copper or suitable synthetic polymer. Part 3 Execution: 3.01 Field Quality Control A. Registration Accuracy 1. At any rate of flow within the normal test flow limits as specified by AWWA Standard C700; the meter shall register not less than 98.5% nor more than 101.5% of the water actually passed through the meter. 2. Normal operating range for the 1 1/2” meter shall be 4 to 160 RPM’s; and the normal operating range for the 2” meter shall be 4 to 200 RPM’s. B. Pressure Requirements 1. Meters shall operate up to a working pressure of 150 psi without leakage or damage to any part. C. Certification 1. The vendor shall furnish a certificate showing that each meter furnished under this bid has been tested for accuracy of registration and that it complies with the accuracy and capacity requirements of AWWA Standard C700 or latest revision in addition to supplementary requirements. Water Fire Hydrant Meter 3” Part 1 General: 1.01 Fire hydrant meters shall meet all applicable AWWA standards. Fire hydrant meters shall be a 3” meter and include a 3” NPT x 2 ½” NSF swivel coupling to connect to the fire hydrant on the intake side and a 2” gate valve mounted to the outlet side. Fire hydrant meters shall include carrying handle. Fire hydrant meters shall include an internal strainer. Fire hydrant meters shall have a case as such that it may be chained and locked to the fire hydrant. 2.01 Acceptable Manufacturers A. Badger Meter Co. B. Neptune Meter Co. SECTION Q: VALVE BOXES AND VALVE BOX EXTENSIONS Valve boxes and valve box extensions shall be screw type with a minimum shaft diameter of 5 ¼”.
