SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with The Wilson Group Inc., for the replacement of the
windows at City Hall West located at 221 North Elm Street; providing for the expenditure of funds therefor;
and providing an effective date (RFP 7175 - awarded to The Wilson Group, Inc., in the not-to-exceed
amount of $335,565).
INFORMATION/BACKGROUND
The City of Denton constructed City Hall West (CHW) located at 221 North Elm Street in 1927. This
Spanish Renaissance-style building served as City Hall from 1927 to 1967, primary housing City
administrative offices and serving as the Central Fire Station during that time frame. The facility served the
community in various roles over the past 90 years including Central Fire Station in the late 1960s to 1980,
a Police Station from 1983 to 1994, and most recently housed the Development Services Department from
1995 to 2016. The facility was vacated in November of 2016 when Development Services relocated to 215
West Hickory Street.
The CHW Steering Committee recommending adaptive restoration of the building as a multipurpose
community cultural center. This includes replacement of all windows, restoration of the interior based on
the floor plan, upgrades to the building’s mechanical systems, and improving ADA Compliance.
Requests for Proposals were sent to 188 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Three (3) proposals were received and evaluated based upon published criteria including
past performance, experience and qualifications, probable performance, and price. Based upon this
evaluation, The Wilson Group, Inc. was ranked the highest and determined to be the best value for the City.

PRIOR ACTION/REVIEW (Council, Boards, Commissions)
• On September 7, 1982, City Council approved Historic Landmark Designation of 221 North Elm,
CHW (Ordinance 82-69).
• On November 11, 2013, the Historic Landmark Commission voted unanimously (8-0) to
recommend approval of a petition by the Denton County Historical Committee to the Texas Historic
Commission for a Recorded Texas Historic Landmark designation of CHW.
• On December 1, 2013, the Planning and Zoning Commission voted to recommend CHW for an
RTHL designation.
• On April 8, 2014, City Council considered the sale of CHW and the application to designate CHW
as an RTHL.
• On September 9, 2014, City Council approved resolution R2014-033 to submit a petition from the
Denton County Historical Commission requesting the CHW be designated as an RTHL.
• On June 16, 2015, City Council considered future use of the facility and relocation of Development
Services out of CHW.
• On July 28, 2017, an Informal Staff Report was done.
• On August 15, 2017, City Council considered future use of the facility and renovation options.
• On September 19, 2017, City Council considered future use of the facility and renovation options.
They gave direction on establishing an Ad Hoc Council Committee and Citizens Steering
Committee.
• On October 17, 2017, City Council approved a resolution to create the CHW Steering Committee.
• On November 7, 2017, the CHW Steering Committee formally established by Resolution (R2017-
040.)
• On November 14, 2017, Resolution R2017-049 amends Committee membership requirements and
established August 1, 2018, as the Committee’s end of term.
RECOMMENDATION
Award a contract with The Wilson Group, Inc., for the replacement of the windows at City Hall West
located at 221 North Elm Street, in a not-to-exceed amount of $335,565.

FISCAL INFORMATION
These services will be funded from Capital Improvement Project account 100272409. Requisition #145540
has been entered into the Purchasing software system in the amount of $335,565. The budgeted amount for
this item is $335,565.
