SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with BRCT, LLC, dba Black Rock Construction, for the
construction of the Rayzor Ranch South Bore project for the City of Denton; providing for the expenditure
of funds therefor; and providing an effective date (RFP 7272 – awarded to BRCT, LLC, dba Black Rock
Construction, in the not-to-exceed amount of $162,435).
INFORMATION/BACKGROUND
The existing 10” sanitary sewer that serves the area north of I-35 E and west of Bonnie Brae Avenue is
undersized and unable to handle the projected future flows that will be generated by the Rayzor Ranch
South development. The existing sewer will be replaced with a new 15” sewer line that will accommodate
the projected future flows. A section of this proposed new sewer runs into the TXDOT right-of-way at I-35
E and is required to be encased by boring or tunneling per standard TXDOT policy (see Exhibit 2 for project
location). The City does not have the internal capability to do boring or tunneling work and must contract
this type of construction service. Due to the location and need for precision in performing the bore, an RFP
process was chosen over the traditional low-bid process to enable the City to select the best-qualified bidder
to meet the performance requirements of the job.
Proposals for the boring work were received on February 28, 2020. There were three proposals submitted.
Each proposal was graded on three criteria: Probable Performance (50%), Price (40%), and Schedule (10%).
The firm with the best-combined score was selected for the award of the proposal. In this case, the highest-
scoring firm, Blackrock Construction, had the best scores in each category.
The price for the construction services from Blackrock Construction is $162,435. The engineer’s opinion
of probable construction cost (OPCC) for the project was $141,600.
Requests for Proposals was sent to 343 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Three (3) proposals were received and evaluated based upon published criteria including
probable performance, price, and schedule. Based upon this evaluation, BRCT, LLC dba, Black Rock
Construction was ranked the highest and determined to be the best value for the City.

FISCAL INFORMATION
Funding for this project comes from the developer of the Rayzor Ranch South Development through
an agreement with the City signed in late 2019. The funds were placed in account 250103444 and this
will be the account used on the project. Requisition #146171 has been entered into the Purchasing software
system in the amount of $162,435. The budgeted amount for this item is $162,435.
