Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Materials Management CM: Todd Hileman DATE: September 18, 2018 SUBJECT Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with RPS Infrastructure, Inc., for design services for the Bonnie Brae Phase 6 ~ University (US 380) to Loop 288 street improvement project as set forth in the agreement; providing for the expenditure of funds therefor; and providing an effective date (RFQ 6590-032 - Professional Services Agreement for design services awarded to RPS Infrastructure, Inc., in the not-to-exceed amount of $2,031,479.50). The Public Utilities Board recommends approval (6-0). RFQ INFORMATION /BACKGROUND The Bonnie Brae Phase 6 project is a street improvement project that was a part of the 2014 General Bond Election and is part of the City’s Capital Improvement Program. The original limits of this project were to extend from University to Windsor. In the past few months, there have been discussions with the NCTCOG about partnering opportunities for this project and extending the limits to Loop 288. This was a result of the DISD plan for a new high school expected to open in the fall of 2021 along the west side of Bonnie Brae between Windsor and US 77. The goal is to have this phase constructed prior to August 2021 ahead of the school opening. With TxDOT planning to begin the I-35 expansion up to Valley View in 2024, this project will provide a needed benefit to the local area and regionally as a bypass to I-35. The widening will consist of four lanes with a median turn lane and will allow for two future lanes to be added for an ultimate six-lane street section. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018 (Ordinance 18-331). RPS Infrastructure, Inc. is one of the qualified firms that submitted for the Design of Roadways, Intersections and Bridges category and has been selected for the Bonnie Brae Phase 6 ~ University to Loop 288 street improvement project. McKinney Street Denton, Texas www.cityofdenton.com The scope of services will include:  Conceptual and detailed design for the street widening improvements  Analysis and design for the storm drain improvements  FEMA floodplain coordination  Traffic corridor study  Traffic signal design  Analysis and design for roadway lighting  Design for water and wastewater line replacements and relocations  Preparation of Right-of-Way acquisition documents  Subsurface Utility Exploration (SUE) services  Geotechnical investigation services  Environmental services  Utility coordination  Public involvement support Bid and Construction Phase support services will be added at a later date through a contract amendment, once future funding is available. Staff has reviewed the fee schedule in comparison with the scope of services and agree it is reasonable to the work being performed. The preliminary opinion of probable construction cost for the project is approximately $26,500,000. These numbers will be verified as the design of the project progresses. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional engineering firms (Ordinance 2018-331). On September 10, 2018, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a Professional Services Agreement with RPS Infrastructure, Inc., for engineering services associated with the Bonnie Brae Phase 6 ~ University to Loop 288 street project in a not-to-exceed amount of $2,031,479.50. PRINCIPAL PLACE OF BUSINESS RPS Infrastructure, Inc. Plano, TX ESTIMATED SCHEDULE OF PROJECT This project will begin upon approval with the completion date by September 2019. Construction is anticipated for FY 2020. FISCAL INFORMATION The roadway portion of this project will be funded from Capital Improvement Plan Engineering account 250076467.1360.21100 in the amount of $1,974,739.50. The remaining budget amount for this item is $2,165,390.26. The water replacement portion of this project will be funded from the Water Department account 630391517.1360.21100 in the amount of $43,300.00. The remaining budget amount for this item is $60,000.00. The wastewater replacement portion of this project will be funded from the Wastewater Department account 640361541.1360.21100 in the amount of $13,440.00. The remaining budget amount for this item is $15,000.00. Requisition #139253 has been entered into the Purchasing software system in the amount of $2,031,479.50.
