SUBJECT
Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule municipal
corporation, authorizing the City Manager to execute a Professional Services Agreement with
Adams Consulting Engineers, Inc., a Texas Corporation, for design and construction plan set for
17,200 linear feet of sidewalk segments throughout the city as set forth in the agreement;
providing for the expenditure of funds therefor; and providing an effective date (File # 6590-035
- Professional Services Agreement for design services awarded to Adams Consulting Engineers,
Inc., a Texas Corporation, in the not-to-exceed amount of $223,800).
INFORMATION /BACKGROUND
The Fiscal Year (FY) 2019 Sidewalk improvement project was a part of the 2014 General Bond
Election and is in the City’s Capital Improvement Program. For this project, twenty-three (23)
sidewalk segments were chosen around the city, totaling 17,200 linear feet. Priority was given to
ADA required projects in the downtown area. Other priorities that factored into the list include
pedestrian safety, high pedestrian activity centers (parks, recreation centers, shopping centers,
employment centers, etc.), visible footpaths along streets, and “missing links” or gaps in the
existing sidewalk infrastructure.
Request for Qualifications for professional engineering services was solicited using the City’s
formal solicitation process. City Council approved a pre-qualified list of engineering firms on
March 6, 2018, and June 5, 2018 (Ordinance 2018-331).
Adams Consulting Engineers, Inc. – a Texas Corporation, is one of the qualified firms that
submitted for the Design of Roadways, Intersections, and Bridges and has been selected for the
FY 2019 Sidewalk improvement project. Services will include the creation of construction plans
for the sidewalk improvements at the twenty-three (23) locations along with bid and construction
phase support. Other services included are design survey and subsurface utility engineering
services. This project will design approximately 3.25 total miles of sidewalk in the city. The
estimated cost of constructing these sidewalk segments (including utility relocation, driveway
aprons, intersection ramps, contractor fees, and right-of-way acquisition) is approximately
$2,000,000.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of
professional engineering firms (Ordinance 18-331).
RECOMMENDATION
Award a contract with Adams Consulting Engineers, Inc., a Texas Corporation, for professional
design and construction services in the not-to-exceed amount of $223,800.

These services will be funded from the Bond Fund account 360165467. Requisition # 139531
has been entered into the Purchasing software system in the amount of $223,800. The budgeted
amount for this service is $223,800

Survey: $66,000
Management & Engineering Design: $116,000
Utilities, Permitting, Reimbursable, Etc.: $41,800
Total Basic Services: $223,800
