SUBJECT
Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Freese and Nichols, Inc.
(FNI), for Airport Road Analysis, Design, and Construction Administration Services as set forth in the
contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 6590-038 –
Professional Services Agreement for Pre-Qualified Engineering Services awarded to Freese and Nichols,
Inc., in the not-to-exceed amount of $168,300).
RFQ INFORMATION /BACKGROUND
This project includes selected landside public roadways at Denton Enterprise Airport. Services will include
visual inspections and roadway borings to determine existing pavement conditions and recommended
maintenance procedures for each roadway. FNI will prepare a memorandum summarizing the
recommendations, including opinions of probable construction costs. Once the City has concurred with the
recommendations, FNI will prepare final design plans, specifications, and cost estimates for the
improvements. In addition, FNI will provide a Resident Project Representative on-site during the
construction phase to ensure contractors compliance with design specification and material compliance.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and
June 5, 2018 (Ordinance 18-331). FNI was identified on the pre-qualified list and was selected as a result
of having the capabilities to complete the project within a six-month timeline.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional
engineering firms (Ordinance 18-331).
RECOMMENDATION
Award a Professional Services Agreement to Freese and Nichols, Inc., for roadway analysis and design of
Airport Road Repairs, in the not-to-exceed amount of $168,300.

These services will be funded from Airport Capital Improvement Fund account 200033565.1360.30100.
Requisition #139692 has been entered into the Purchasing software system in the amount of $168,300. The
estimated budget amount for this item was $200,000.
