SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with Vogel Traffic Services, Inc. dba
EZ-Liner Industries through the Sourcewell Cooperative Purchasing Network Contract Number RFP
#052417, for the acquisition of one (1) EZ-Liner Model TV-AL110 Paint Striping truck for the Traffic
Department; authorizing the expenditure of funds therefor; and declaring an effective date (File 7220 –
awarded to Vogel Traffic Services, Inc. dba EZ-Liner Industries, in the not-to-exceed amount of $146,933).
INFORMATION /BACKGROUND
This request is for the purchase of one (1) EZ-Liner Model TV-AL110 Paint Striping truck for the Traffic
Department. The truck was approved as a fleet addition in the FY19-20 budget.
The EZ-Liner Model TV-AL110 Paint Striping truck is an entry level striper designed and recommended
for contractors and government entities. This truck has a 110-gallon capacity and is mounted on a fuel
efficient compact design Isuzu chassis. The truck and components have a standard 12-month warranty.
The new paint striping truck is a fleet addition used to refresh long line traffic paint markings throughout
the City.
Standard City of Denton purchasing procedures were utilized. Equipment specifications were sent to six (6)
prospective suppliers of paint striping trucks. Only one (1) supplier returned quotes. Cooperative contract
and non-contract pricing was obtained. EZ-Liner’s Sourcewell contract #052417-EZL quote offered the
best contract pricing.
Pricing obtained through Sourcewell (formerly National Joint Powers Alliance) Cooperative Purchasing
Network has been competitively bid and meets the statutory requirements of Texas Local Government Code
271.102.
RECOMMENDATION
Award a contract with Vogel Traffic Services, Inc. dba EZ-Liner Industries, for purchase of one (1) EZ-
Liner Model TV-AL110 Paint Striping truck, in a the not-to-exceed amount of $146,933.

These items will be funded from Traffic Department account 921719250.1355.30100. Requisition #144749
has been entered into the Purchasing software system in the amount of $146,933. The budgeted amount for
this item is $146,933.
