SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and
Associates, Inc., for hydraulic and alignment study and analysis, design engineering report, final design,
bid phase support, and construction administration services for the Northwest Booster Pump Station and
Water Transmission Main as set forth in the contract; providing for the expenditure of funds therefor; and
providing an effective date (RFQ 6590-081 – Professional Services Agreement for design services awarded
to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $1,398,600).
INFORMATION/BACKGROUND
The City of Denton Water Utility operates a water distribution system with over 600 miles of water lines
that are divided into four pressure planes. The northwest upper-pressure plane generally serves land with
elevations between 680 feet and 785 feet above mean sea level (MSL). Presently the northwest upper-
pressure plane is supplied water from the middle-pressure plane through the McKenna Park booster pump
station. No transmission main provides direct flow to the northwest elevated storage tank, creating
inefficiencies. The northwest elevated storage tank located at Loop 288 and I35, has an overflow elevation
of 900 feet MSL.
The Northwest Booster Pump Station and Water Transmission Main are identified in the Water Distribution
Master Plan. This pump station and transmission main will serve to efficiently deliver water to the northwest
upper-pressure plane and the northwest elevated storage tank, ensuring water quality standards are met,
reducing tank fill time and reducing water age in the northwest upper-pressure plane.
Development of the future Denton High School, as well as increased development interest within this
pressure plane, will create additional water demand, requiring the implementation of this project.
Request for Qualifications (RFQ) for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and
June 5, 2018 (Ordinance 2018-331).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional
engineering firms (Ordinance 2018-331).

City Council for consideration.
RECOMMENDATION
Award a contract with Kimley-Horn and Associates, Inc., for hydraulic and alignment study and analysis,
design engineering report, final design, bid phase support, and construction administration services for the
Northwest Booster Pump Station and Water Transmission Main, in a not-to-exceed amount of $1,398,600.

amount of $1,398,600. The budgeted amount for this item is $1,398,600.
