SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a Professional Services Agreement between the City of
Denton and Teague Nall and Perkins, Inc., for Professional Engineering Services for the West Hickory
Street Drainage, Paving and Sidewalks Project; amending the contract approved by City Council on October
16, 2018, in the not-to-exceed amount of $167,500; providing for the expenditure of funds therefor; and
providing an effective date (RFQ 6590-043 – providing for an additional expenditure amount not-to-exceed
$90,300, for a total contract amount not-to-exceed $257,800).
RFQ INFORMATION /BACKGROUND
The reconstruction of Hickory Street from Bonnie Brae Street to Carroll Boulevard was funded as part of
the 2014 Bond Program. The portion of the project from Bonnie Brae Street on the west end to Welch Street
on the east end is currently under construction. It is being reconstructed in its existing configuration. That
portion of the Hickory Street Reconstruction Project is expected to be complete in 2019.
This contract was for design services related to the remaining portion of the Hickory Street Reconstruction
Project west of Carroll Boulevard from Welch Street to Carroll Boulevard to reconfigure and reconstruct
the road to allow for installation of pedestrian lighting and improved pedestrian access along the north side
of the road while still maintaining two 11-foot travel lanes, bike lane and sidewalk.
During the course of design, it was discovered that additional drainage design was needed along with
temporary construction easements for driveway and sidewalk replacements. Contract Amendment No. 1 is
required for additional services to include but not limited to the following:
The addition of field survey support and design services for storm drain improvements for West
Hickory, specifically from Denton Street to Carroll Blvd., and at Fry Street.
Preparation of up to 52 Temporary Construction Easement documents along West Hickory Street
from Welch to Carroll Blvd., for the removal and replacement of existing sidewalks and driveways.
Subsurface Utility Engineering (SUE) including up to five (5) level A test holes.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional
engineering firms (Ordinance 2018-331).

On October 8, 2018, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
On October 16, 2018, Council approved a Professional Engineering Services Agreement with Teague
Nall and Perkins, Inc. in the amount of $167,500 (Ordinance 18-1664).
On March 25, 2019, this item will be presented to the Public Utilities Board for recommendation to the
City Council for consideration.
RECOMMENDATION
Award a first amendment with Teague Nall and Perkins, Inc., for Professional Engineering Services for
the West Hickory Street Drainage, Paving and Sidewalks Project in the amount of $90,300, for a total
amended contract amount of $257,800.

ESTIMATED SCHEDULE OF PROJECT
The design will be complete in May 2019. The temporary construction easements will be the critical path
task as to when construction can begin, which is currently August 2019.
FISCAL INFORMATION
These services will be funded from the following two account numbers:
Drainage Department account 650119561 in the amount of $38,500.00.
Street Department account 350463467 in the amount of $51,800.00.
Purchase Order #187347 will be revised in the amount of $90,300.00 to include the first amendment upon
approval.
