Exhibit 1 - Agenda Information Sheet - Amendment 1 (2)City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: February 18, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the approval of a third amendment to a Professional Services Agreement between the City of Denton and Teague Nall and Perkins, Inc., amending the contract approved by City Council on October 16, 2018, in the not-to-exceed amount of $167,500; amended by Amendments 1-2 approved by City Council and Purchasing Staff; said third amendment to provide appraisal services for the West Hickory Street Drainage, Paving and Sidewalk Project; providing for the expenditure of funds therefor; and providing an effective date (File 6590-043 – providing for an additional third amendment expenditure amount not-to- exceed $64,625, with the total contract amount no-to-exceed $341,425). The Public Utilities Board recommends approval (4 - 0). INFORMATION /BACKGROUND The reconstruction of Hickory Street from Bonnie Brae Street to Carroll Boulevard was funded as part of the 2014 Bond Program. The portion of the project from Bonnie Brae Street to Welch Street is currently under construction and nearing completion. The original contract for design services for the remaining portion of West Hickory Street from Welch Street to Carroll Boulevard included a reconfiguration as well as reconstruction of the road. This was to allow for the installation of pedestrian lighting and improved pedestrian access along the north side of the road while still maintaining two 11-foot travel lanes, a bike lane on the south side of the street, and parallel parking along the north side of the street. Contract Amendment #1: $90,300 approved by City Council on March 26, 2019 expanded the original scope to include drainage infrastructure design, field survey support, and preparation of up 52 Temporary Construction Easements. Contract Amendment #2: $19,000 approved administratively on July 17, 2019 expanded the scope to include the reconstruction design of the southside curb & gutter, sidewalks, ramps, & driveway approaches. Additionally, an alternative bid item for storm drain improvements was incorporated. Contract Amendment #3: $64,625 - hereby seeking approval from the City Council, consists of appraisal services for easements and right-of-way associated with the street, drainage, and sidewalk improvements for West Hickory Street from Welch Street to Carroll Boulevard. There are approximately 47 parcels to be appraised. These services will be performed by Joseph E. Briggs and Associates, a professional appraisal City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com services consulting firm subcontracted by Teague Nall & Perkins, Inc. to provide market value “As-Is” for the properties identified within the project limits. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On March 6, 2018 and June 5, 2018 Council approved RFQ 6590 for a prequalified list of professional engineering firms (Ordinance 2018-331). On October 8, 2018, the Public Utilities Board (PUB) recommended the consideration of a Professional Services Agreement with Teague Nall & Perkins, Inc. to the City Council. On October 16, 2018, Council approved a Professional Engineering Services Agreement with Teague Nall & Perkins, Inc. in the amount of $167,500 (Ordinance 18-1664). On March 25, 2019, the Public Utilities Board (PUB) recommended the consideration of the first amendment to the Professional Services Agreement with Teague Nall & Perkins, Inc. to the City Council. On March 26, 2019, Council approved Contract Amendment #1 to the Professional Services Agreement with Teague Nall & Perkins, Inc. for $90,300 (Ordinance 19-527). On July 17, 2019, Purchasing approved Contract Amendment #2 to the Professional Services Agreement with Teague Nall & Perkins, Inc. for $19,000. On February 10, 2020, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award Amendment #3 with Teague Nall & Perkins, Inc., for additional design services for the West Hickory Street Drainage, Paving and Sidewalk Project in the not-to-exceed amount of $64,625, for a total amended contract amount of $341,425. PRINCIPAL PLACE OF BUSINESS Teague Nall & Perkins, Inc. Fort Worth, TX ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with a completion date by March 2020. FISCAL INFORMATION These services will be funded from Street Department account 350463467 and Traffic Department account 921702250. Purchase Order #187347 will be increased in the amount of $63,625. The budgeted amount for this item is $341,425.
