SUBJECT
Consider adoption of an ordinance authorizing the City Manager to execute a Professional Services
Agreement (PSA) for landscape design services relating to the Mayhill Road Widening project including
landscape design for the length of Mayhill Road as well as improvements to the proposed park area to be
located near the intersection of Mayhill Road and Spencer Road; providing for the expenditure of funds
therefor; and providing an effective date (File 6676 awarded to Freese and Nichols, Inc. in the not-to-exceed
amount of $107,900).
BACKGROUND
The area surrounding Mayhill Road contained a number of trees and shrubs that required removal for the
Mayhill Road Widening project to move forward. In response to citizen concerns regarding the amount of
removed greenery, the Engineering department has proposed additional landscaping and pedestrian
amenities for this project. These amenities will include $39,400 for landscape and design services for the
length of Mayhill Road with the addition of trees, irrigation and pedestrian luminaires to the previously
designed street lights on the east side of Mayhill Road. The park improvements will include $68,500 for
site grading, sidewalks, landscaping, irrigation, and illumination design. Once completed, the area’s
appearance will increase aesthetical value and pedestrian accessibility while serving as a new pocket
recreation feature for the surrounding community. In accordance with Texas Local Government Code
252.022, the procurement of professional services is exempt from the requirement of competition based
selection. Therefore, the Capital Projects department requested a proposal directly from Freese and Nichols,
Inc.
RECOMMENDATION
Approve a Professional Services Agreement for landscape design services relating to the Mayhill Road
Widening project with Freese and Nichols, Inc. in the not-to-exceed amount of $107,900.

ESTIMATED SCHEDULE OF PROJECT
The design should be completed within 90 days from the issuance of the notice to proceed. The
construction of the Mayhill landscaping project will begin following the completion of the Mayhill Road
Widening project and finish within six (6) months to a year from the start date.
FISCAL INFORMATION
These services will be funded from the Tree Fund account# 350283435.1360.21100. Requisition #
137425 has been entered in the Purchasing software system.
