SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with FCx Performance Inc. dba Instrumentation
Services, for predictive maintenance testing services for the Water Reclamation Department’s treatment
plant and lift stations; providing for the expenditure of funds therefor; and providing an effective date (RFP
7300 – awarded to FCx Performance Inc. dba Instrumentation Services, for three (3) years, with the option
for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $118,200).
The Public Utilities Board recommends approval (6 - 0).
RFP INFORMATION/BACKGROUND
Predictive maintenance testing is used by the water reclamation plant for assessing the condition of various
mechanical equipment, and thus the maintenance needs of the equipment in an effort to extend the life of
the equipment. The predictive maintenance testing is a proactive approach to determine the operating
condition of the critical equipment. The testing is done by Vibration Analysis, Oil Analysis, and Thermal
Imaging. It is used for equipment such as wastewater pumps, electrical gear, belt press pumps, aeration
blowers, etc. The work is done on-site by a contractor with specialized equipment to do the analysis.
Early identification of problems helps to eliminate more costly repairs later.
Requests for Proposals was sent to 69 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Three (3) proposals were received and evaluated based upon published criteria including
delivery and project schedule, compliance with specifications, probably performance and price. Based upon
this evaluation, FCx Performance Inc. dba Instrumentation Services (ISI) was ranked the highest and
determined to be the best value for the City.

On June 8, 2020, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with FCx Performance Inc. dba Instrumentation Services (ISI), for predictive maintenance
testing services for the Water Reclamation Department’s treatment plant and lift stations, in a three (3) year,
with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount
of $118,200.

ESTIMATED SCHEDULE OF PROJECT
This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)

These services will be funded from Wastewater Operations funding account 640100.6545. Requisition
number # 146400 has been entered into the purchasing software system in the amount of $11,820. The
budgeted amount for this item is $118,200.
