DATE: June 16, 2020
SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with Tymco Inc., through the Houston-
Galveston Area Council of Governments (H-GAC) Cooperative Purchasing Program Contract Number
SW04-20, for the acquisition of one (1) Tymco model 600 Regenerative Air Sweeper for the Drainage
Department; authorizing the expenditure of funds therefor; and declaring an effective date (File 7294 -
awarded to Tymco Inc. in the not-to-exceed amount of $239,185). The Public Utilities Board recommends
approval (6 - 0).
INFORMATION /BACKGROUND
This request is for the purchase of one (1) new Tymco model 600 Regenerative Air Sweeper mounted on a
Freightliner M2-106 chassis for the Drainage Department. This fleet replacement was approved as part of
the FY19-20 budget. The new sweeper is replacing a 2013 model Tymco sweeper that has accumulated
over 8,700 operating hours, $114,000 in maintenance costs, and a total of 15.4 replacement points. The
sweeper is nearing the end of its effective economic lifecycle and will be auctioned when the replacement
sweeper enters service.
The Drainage Department has standardized to the Tymco model sweeper to gain economies in operator
training, maintenance training, and parts supply. This regenerative air sweeper is used to sweep debris from
roadway surfaces and gutters throughout the service area.
Standard City of Denton purchasing procedures were utilized for this procurement. Fleet Services received
pricing from the vendor comparing costs with (3) three cooperative contracts, as shown in Exhibit 2. It is
recommended the purchase of this sweeper from Tymco Inc., through H-GAC contract SW04-20 is the best
value in the amount of $239,185.
Pricing through the H-GAC Cooperative Purchasing Network has been competitively bid and meets the
statutory requirements of Texas Local Government Code 271.102.
