Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: July 21, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Prime Controls, LP, for the Think and DO Conversion project at the Ray Roberts Water Treatment Plant; providing for the expenditure of funds therefor; and providing an effective date (RFP 7369 – awarded to Prime Controls, LP, in the not-to-exceed amount of $135,000). The Public Utilities Board recommends approval (6 - 0). INFORMATION/BACKGROUND The Ray Roberts Water Treatment Plant (RRWTP) has been in operation since 2002. This facility uses a complex supervisory control and data acquisition (SCADA) system to control the processes within the facility. This system has not been updated for 17 years and the main programming package, Think and DO (TND), that makes it possible to control the plant is obsolete. TND runs on the Windows 7 Professional platform that is no longer supported by Microsoft and there is currently no upgrade offered for it that will allow it to migrate to a newer Microsoft version. The TND software no longer has commercial support and with TND there is no redundancy which is a security concern. The City of Denton would like to replace the current system with a more robust security compliant architecture utilizing redundant Modicon M580 PLC’s. This solution is an industry-wide accepted solution. The project includes all installation, integration, programming, and configuration of the equipment together with the necessary and appropriate consulting, training, and project management services necessary to move the SCADA system to the desired platform. This will allow the City to have a much more robust and security compliant control system for the Ray Roberts Water Treatment Plant (RRWTP). Requests for Proposals was sent to 209 prospective suppliers of this item. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Three (3) proposals were received. Two (2) proposals met specifications and were evaluated based upon published criteria including delivery, compliance with specifications, probable performance, and price. Based upon this evaluation, Prime Controls, LP was ranked the highest and determined to be the best value for the City. City Hall 215 E. RECOMMENDATION Award a contract with Prime Controls, LP, for the Think and DO Conversion project at the Ray Roberts Water Treatment Plant (RRWTP), in a not-to-exceed amount of $135,000.
