Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: July 21, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with LC Personnel, Inc. dba Labor Finders, for Temporary Labor Services for various City of Denton departments; providing for the expenditure of funds therefor; and providing an effective date (RFP 7308 – awarded to LC Personnel, Inc. dba. Labor Finders, in the three (3) year not-to-exceed amount of $525,000). RFP INFORMATION /BACKGROUND IFB 7045 – Temporary Labor Services was awarded to All-N-One Services, LLC on November 5, 2019 and released from contract effective January 27, 2020, due to not being able to fill contracted service needs. This bid will replace the terminated contract. This RFP is for temporary employment services to various operations throughout the City limits, including but not limited to, parks services, water and wastewater utilities, street construction and repair services, electric utility services, and landfill operations on an as needed basis. City departments utilize temporary labor on an as-needed basis for seasonal or project-based tasks that do not require a full-time position. Utilizing a staffing firm allows for general labor tasks to be completed faster since the assigned employees are not City of Denton employees and therefore not required to follow the same on-boarding process. The contract requires a staffing firm to provide temporary labor services with the ability to perform general maintenance tasks such as yard care and other tasks as assigned. Solid Waste uses temporary labor services to pick up litter and debris around their site. Parks uses temporary labor services for trash clean up after large events and grounds maintenance on an as-needed basis. The contract has the following assigned skilled levels for the City to request from: Level I – entry level position with zero to two (2) years of verifiable, applicable experience. Level II- intermediate skill set with two (2) but less than five (5) years of verifiable, applicable experience. Level III – advanced skill set with at least five (5) years verifiable, applicable experience. Request for proposals were sent to 208 prospective suppliers of this item. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Six (6) proposals meeting specifications were received and evaluated based upon published criteria including compliance with specifications, probable performance, and price. Based upon this evaluation, LC Personnel, Inc. dba Labor Finders was ranked the highest and determined to be the best value for the City. City Hall 215 E. FISCAL INFORMATION These products and services will be funded through the using department’s budget on an as needed basis. The City will only pay for services rendered and is not obligated to pay full contract amount unless needed.
