SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
approving a pre-qualified list of state certified real estate appraisers to provide real property appraisal
services for Real Estate for various capital improvement projects within the City of Denton; and providing
an effective date (RFQ 7280 – for a three (3) year term).
INFORMATION/BACKGROUND
In accordance with federal, state, and local laws, municipalities are required to obtain independent market
appraisals prior to purchasing real property. The City of Denton Real Estate team routinely engages licensed
appraisers to provide professional appraisal services for land and easement acquisitions in support of Capital
Improvement Projects and City-wide initiatives. On average, Real Estate has engaged seven (7) appraisers
annually at an approximate total cost of $12,000.00 per vendor.
The goal of the City of Denton’s pre-qualified real estate firm list would be to provide a qualified list of
approved appraisal firms from which the Real Estate department can select appraisers for specific projects.
This should enhance the City’s ability to move capital improvement projects forward from concept to reality
in a more efficient manner by streamlining the appraiser engagement process. The approved real estate
appraisal firms will be selected by rotating the firms on the list based on their availability, and according to
the City of Denton Procurement guidelines. If a firm is unavailable, the next firm on the list will be
contacted.
Any qualified real-estate appraisal firm that was pre-qualified under this RFQ is eligible to receive contracts
for professional services that would go through the normal negotiation and award process. It is intended
that this method of qualifying appraisal firms for current and future capital project delivery will be repeated
every three (3) years and is eligible for use by any City of Denton departments and divisions when these
services are required.
Request for Qualifications (RFQ) for professional real estate appraisal services was sent to 104 prospective
firms for these services, including four (4) Denton firms. In addition, the RFQ was placed on the Materials
Management website for prospective respondents to download and advertised in the local newspaper. Nine
(9) statements of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria.
All firms scoring 80 or higher were placed on a list. The evaluation team is recommending approval of the
list with six (6) qualified appraisal firms.

RECOMMENDATION
Recommend approval of the pre-qualified list of firms to be contracted for state certified real estate
appraisers for Real Estate, for various capital improvement projects within the City of Denton as reviewed
and qualified by City staff.
ESTIMATED SCHEDULE OF PROJECT
This is a three (3) year contract.
FISCAL INFORMATION
No funds are requested or required to be spent as part of this approval. Individual contracts will be
negotiated with each firm and purchasing orders will be issued as needed.
