SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a Professional Services Agreement between the City of
Denton and Nelson + Morgan Architects, Inc., amending the contract approved by City Council on June
19, 2018, in the not-to-exceed amount of $918,402.53; said first amendment to provide additional
architectural design for the renovation of the Service Center and 651 Mayhill; providing for the expenditure
of funds therefor; and providing an effective date (RFQ 6748 – providing for an additional first amendment
expenditure amount not-to-exceed $62,800, with the total contract amount not-to-exceed $981,202.53).
INFORMATION/BACKGROUND
Staff is seeking approval of an amendment to the architectural services contract to evaluate a re-design
incorporating COVID-19 work recommendations into the Denton Service Center. The current pandemic
has forced employers to look a changing the working environment in enumerable ways. This study will
encompass scenarios to existing work spaces to ensure a safe working environment for returning employees
by understanding and maximizing facility staff capacity, reviewing future staff projection incorporation,
team scheduling/meeting options, remote work and reinforcing of behaviors and messages are among the
scenarios to be investigated and recommendations to be made.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
On June 19, 2018, City Council approved a contract with Nelson + Morgan Architects, Inc., in the not-to-
exceed amount of $918,402.53 (Ordinance 18-940).
On June 11, 2018, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
On March 26, 2018, a Public Utilities Board Work Session – Municipal Facilities Update regarding the
Service Center and Transportation Operation Building. Public Utilities Board gave direction for Staff to
seek and select an architectural firm for the design of these City facilities.
On February 13, 2018, a City Council Work Session – Municipal Facilities Update regarding the Service
Center and Transportation Operation Building. City Council gave direction for Staff to seek and select an
architectural firm for the design of these City facilities.
On January 30, 2018, the Bond Oversight Committee approved application of $1,500,000 of bonds to be
utilized for the finish out/construction of a Traffic Operations Facility at 651 Mayhill, (5-0).

RECOMMENDATION
Award Amendment No. 1 with Nelson + Morgan Architects, Inc., additional architectural design for the
renovation of the Service Center and 651 Mayhill, in the not-to-exceed amount $62,800, for a total amended
contract amount of $981,202.53.

FISCAL INFORMATION
These services will be funded from Service Center Renovation account 100255409. Purchase Order
#186243 will be revised to the NTE amount of $981,202.53 to include the first amendment upon approval.
The total amount of this amendment is $62,800.
