SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Biggs & Mathews
Environmental, Inc., for design services of the drop-off area located within the Public Disposal Facility at
the City of Denton Landfill; providing for the expenditure of funds therefor; and providing an effective date
(RFQ 7109-010 – Professional Services Agreement for design services awarded to Biggs & Mathews
Environmental, Inc., in the not-to-exceed amount of $124,500). The Public Utilities Board recommends
approval (6 - 1).
INFORMATION/BACKGROUND
The City of Denton operates a Public Disposal Facility (PDF) at the City of Denton Landfill to separate and
isolate public customers from commercial customers and the landfill working face to reduce potential
dangers of mixing waste collections vehicles, landfill heavy equipment, and auxiliary landfill/construction
heavy equipment with PDF customers. The current temporary PDF is located inside the footprint of the
next landfill cell, which is set to begin construction in the next year.
The purpose of the contract is to allow the Solid Waste Department to contract with a professional
engineering firm to design a facility to accommodate the public including residents and contractors to
dispose of construction and demolition material as well as property maintenance and cleanup (public
disposal facility (PDF) material), including recyclable materials.
Tasks will include:
• Developing a conceptual design
• Preparing the final design
• Preparing the construction plans, specification and bid package
• Modifying the MSW PERMIT
• Assisting with the bid and awarded
• Providing construction management services
• Providing construction quality assurance services
A separate contract for constructing the design improvements will be open for bid immediately following
the completion of PDF design.

Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on October 8, 2019
(Ordinance 19-2305).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 8, 2019 Council approved RFQ 7109 for a prequalified list of professional engineering firms
(Ordinance 19-2305).
On July 27, 2020, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Biggs & Mathews Environmental, Inc., for design services for the Public Disposal
Facility at the City of Denton Landfill, in a not-to-exceed amount of $124,500.

FISCAL INFORMATION
These services will be funded from PDA Relocation Fund account 660254595.1360.40100. Requisition
#147185 has been entered into the Purchasing software system in the amount of $124,000. The budgeted
amount for this item is $124,500.
