SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Parkhill, Smith & Cooper,
Inc., for the design of Landfill Cell Four (4) at the City of Denton Landfill; providing for the expenditure
of funds therefor; and providing an effective date (RFQ 7109-012 – Professional Services Agreement for
design services awarded to Parkhill, Smith & Cooper, Inc., in the not-to-exceed amount of $221,100). The
Public Utilities Board recommends approval (7 - 0).
INFORMATION/BACKGROUND
The City of Denton Landfill located at 1527 S. Mayhill Rd., serves as the sole solid waste disposal site for
the City of Denton’s residents and businesses. Solid Waste operations are designed to maximize the use of
landfill space while controlling environmental hazards and protecting the environment.
The existing landfill design provides for land and air space to be consumed in a phased approach on an as
needed basis. The landfill is currently divided into six (6) separate “phases” of land/airspace, and each phase
is further subdivided into “cells” which are developed and used according to TCEQ and permit
specifications. A site map (Exhibit 2) has been provided to illustrate the current phases and cells that are
both planned and in use. As waste is disposed in a cell, both land and airspace are consumed. Each cell’s
useful life is determined by the rate, volume, and density of waste disposed.
A separate contract for the construction Landfill Cell 4 will be bid immediately following the completion
of Landfill cell four design through the Request for Proposal (RFP) process.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on October 8, 2019
(Ordinance 19-2305).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 8, 2019 Council approved RFQ 7109 for a prequalified list of professional engineering firms
(Ordinance 19-2305).
On July 27, 2020, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.

FISCAL INFORMATION
These services will be funded from New Cell Design Capital account 660659595. Requisitions will be
entered on an as-needed basis. The budgeted amount for this item is $221,100.
