Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: August 11, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Terry K. Davidson dba T.D. Golf, for golf instructor services for the City of Denton Parks Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 7346 – awarded to Terry K. Davidson dba T.D. Golf, for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $150,000). INFORMATION /BACKGROUND The North Lakes Driving Range has 32 lighted tee boxes, a chipping green, and putting green which provide the ability to host private lessons, classes, and camps. Currently the Denton Parks and Recreation Department (DPARD) coordinates operations of the North Lakes Driving Range but contracts programming to certified golf professionals. The current contractor, T.D. Golf, offers private lessons, classes, and camps for all ages and skill set for the past three years. Registration and collection of fees goes through DPARD. Under the agreement, T.D. Golf receives 80 percent of the collected revenue and DPARD receives 20 percent for private lessons; T.D. Golf receives 67 percent of the collected revenue and DPARD receives 33 percent for adult and junior classes. The utilization of contracted golf professionals is crucial to operations at the North Lakes Driving Range. The golf professionals provide an expertise to teaching the sport that DPARD staff would not be able to fulfil. Additionally, the contracted service aids cost recovery efforts by providing savings in staff and equipment resources. Under the proposed agreement, the contractor would provide services that include holding golf camps, classes, leagues, tournaments, private lessons, special events, and other golf programs. Requests for Proposals was sent to 120 prospective suppliers of this item. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Two (2) proposals were received, with one (1) meeting specifications, which was evaluated based upon published criteria including delivery, compliance with specifications, and price. Based upon this evaluation, Terry K. Davidson dba T.D. Golf, was ranked the highest and determined to be the best value for the City. City Hall 215 E. FISCAL INFORMATION These services will be funded from Parks and Recreation account 411260.7868. Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $150,000. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
