SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Freedom Commercial Services, LLC, for mowing
services and maintenance for Section H – Added Locations; providing for the expenditure of funds therefor;
and providing an effective date (RFP 7378 – awarded to Freedom Commercial Services, LLC, in the one
(1) year not-to-exceed amount of $13,800).
INFORMATION/BACKGROUND
Mowing is required to maintain safety, aesthetics and City of Denton code compliance at various City
owned locations.
Mowing services also provide the following benefits to the City of Denton:
1. It keeps the City in compliance with Community Improvement Services.
2. It keeps the turf aesthetically pleasing and helps to thwart the growth of weeds.
3. It keeps the areas free of litter and debris.
On April 21, 2020, bid 7254 for Mowing Services was awarded to CRC Landscaping. The contract was
terminated in May of 2020 at the request of the contractor, and this bid will replace the terminated contract.
Requests for Proposals was sent to 119 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Seven (7) proposals were received and evaluated based upon published criteria including
delivery, compliance with specifications, probable performance, and price. Based upon this evaluation,
Freedom Commercial Services, LLC was ranked the highest in Section H – Added Locations and
determined to be the best value for the City.

After reference checks, staff feels that Freedom Commercial Services, LLC is an established business that
has the experience with working with larger entities and possesses the competence to perform the work
requested. Below is the information Freedom Commercial Services, LLC provided regarding the wages
they pay their employees who will be assigned to the City’s contract.

RECOMMENDATION

FISCAL INFORMATION
These services will be funded through the using department’s budget on an as-needed basis. The City will
