SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute an Interlocal Agreement with the Town of Little Elm, under the
Government Code, Chapter 791.001, to authorize City of Denton contracts for the purpose of providing
public safety communication services to the Town of Little Elm, Texas; authorizing the expenditure of
funds therefor; and declaring an effective date (File 7374 – authorize an Interlocal Agreement with the
Town of Little Elm).
INFORMATION/BACKGROUND
During fiscal year 2019-20 the Town of Little Elm contacted City of Denton staff to inquire about the
possibility of purchasing public safety communication services from Denton’s Public Safety
Communications. Currently, Little Elm receives public safety communication services from the Denton
County Sheriff’s Office (DCSO). Little Elm is the largest of the 21 agencies served by DCSO. DCSO is
purchasing a new computer aided dispatch (CAD) software and requiring the agencies they support to
switch to that CAD software as well. These changes prompted Little Elm to consider other options available
to them.
Through this interlocal agreement, the City of Denton anticipates having pooled, cross-trained resources to
ease the burden of providing 24/7 coverage. Teams can share the load & prioritize incidents while
maintaining high availability. This will allow support for a dedicated Fire/Medical position for long,
complex incidents. The additional staff can assist with administrative calls and enables more resources to
contribute to supervision, quality assurance & training which supports improved accuracy. The proposed
organizational structure offers a career trajectory for staff. Additionally, Little Elm and Denton can share
capital costs and technology costs. The City of Denton will receive revenue from this interlocal agreement.
This interlocal agreement should not impact our current 9-1-1 or non-emergency call taking processes. This
will not change how the Public Safety Communications dispatches police & fire emergency calls. This will
provide additional staff on duty in the Public Safety Communications Center to handle incoming calls and
other tasks during major incidents.
Staff can provide Little Elm with high quality services and more personalized attention by means of having
a police dispatcher and fire dispatcher specifically dedicated to Little Elm. These dedicated positions would
reduce the radio wait time Little Elm experiences as they currently share radio channels with other agencies
including; Pilot Point, Aubrey, Sanger, Krum, Oak Point, and Northeast. Based on NENA staffing

projections for volume-based staffing, staff anticipates being able to leverage the dedicated Little Elm staff
to assist in answering incoming calls and tasks during major incidents by over 50% percent per dispatcher.
Phase 1 – Begins October 2020
Phase 2 – Begins February 2021
Phase 3 – Begins Fall of 2021
Section 791 of the Government Code requires that Interlocal Agreements be authorized by the governing
body.
RECOMMENDATION
Award an Interlocal Agreement with the Town of Little Elm, for the purpose of providing public safety
communication services.

ESTIMATED SCHEDULE OF PROJECT
This term is initially five (5) years and will automatically be extended for additional two (2) year periods
unless terminated by the parties.
FISCAL INFORMATION
This Interlocal Agreement would be established for an initial five-year term. Little Elm will make payments
to the City of Denton annually, in a total not-to-exceed amount of $4,860,424. Upon renewal, the annual
payments will increase by five percent (5%).
