Exhibit 1 - Agenda Information SheetCity of Denton __________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: September 22, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with SAE Towers Ltd., for the purchase of taper tubular, galvanized, steel structures, anchor cages, and associated hardware for the Brinker Substation; providing for the expenditure of funds therefor; and providing an effective date (RFP 7401 – awarded to SAE Towers Ltd., in the not-to-exceed amount of $301,337.19). The Public Utilities Board recommends approval (7 - 0). INFORMATION/BACKGROUND Brinker Substation is an approved project in Denton Municipal Electric’s (DME) five-year Capital Improvement Plan (CIP) and will require the purchase of tapered tubular galvanized steel structures. Tubular structures are manufactured to a specific size and design for each project. The RFP was structured to allow proposers to provide unit prices for 3 different types of tubular structures necessary for the completion of the Brinker Substation. Descriptions of each type of structure and the required purchase quantities are included below: Static Structures: The static structure is a 65-foot, free standing steel tubular pole with a lightning mast. This structure is used within a substation to provide electrical protection of the substation equipment from lightning strikes, similar to a lightning rod. Seventeen (17) static structure poles are required for full coverage of the equipment at the Brinker Substation. Transmission Termination Structures (Take-off Structures): Take-off structures are 40-foot, H- frame structures required to dead-end the transmission lines in the substation. At the top of each of the tubular legs of the structure is a lightning mast to protect surrounding equipment from lightning strikes. Four (4) take-off structures are required to energize the Brinker Substation. Light Structures: These structures mount on the tubular sections of the transmission termination structures and on static structures. The brackets are utilized for light fixtures and cameras for substation security and safety. Fifty (50) light structures are required for the Brinker Substation project. Request for Proposals was sent to 57 prospective suppliers, including seven (7) local firms. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Four (4) proposals were received and evaluated based upon published criteria, including price, delivery, compliance with specifications, and probable performance. City Hall 215 E. Best and Final Offers (BAFO) were requested from SAE Towers Ltd. RECOMMENDATION Award a contract with SAE Towers, Ltd., for the purchase of taper tubular, galvanized, steel structures, anchor cages, and associated hardware for the Brinker Substation, in a not-to-exceed amount of $301,337.19. Houston, TX FISCAL INFORMATION The cost for purchase of the taper tubular, galvanized, steel structures, anchor cages, and associated hardware for the Brinker Substation will be funded out of Certificate of Obligation Funds as part of Electric Capital Improvement Program, and the cost will ultimately be recovered through the Public Utility Commission Transmission Cost of Service Program (TCOS). The budgeted amount for this item is $301,337.19.
