SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Freightliner of Austin, through The Interlocal
Purchasing System (TIPS) Cooperative Program Contract # 200206 for the acquisition of one (1) 2021
Class 7 Brush Truck for the Fire Department; providing for the expenditure of funds therefor; and providing
an effective date (File 7462 – awarded to Freightliner of Austin, in the not-to-exceed amount of $242,117).
INFORMATION /BACKGROUND
This request is for a planned fleet replacement of a 2008 model brush truck for the Fire Department. This
truck has accumulated 11.2 total replacement points on a 15-point scale and has an original replacement
date of 2019. At the time of delivery of the new replacement unit in approximately one year, it will have
met or exceeded its useful life in terms of efficiency, reliability and cost effectiveness. This truck will be
auctioned when replaced in 2021. This is a planned replacement approved as part of the FY19-20 budget.
The replacement truck has been upgraded to a Tactical Tender brush truck which is a large capacity (1,800-
gallon) water transport. The upgrade is an economical way to get two vehicle types in one package. This
unit is crucial for coverage of large rural areas that do not have the same hydrant capacity or availability as
more populated areas. This package allows for fewer vehicles to respond to the scene and will reduce
reliance on mutual aid, which is not guaranteed, and if available has substantially increased response times.
Standard City of Denton purchasing procedures were utilized for this procurement. Specifications were
developed, and quotes were solicited from three (3) reputable manufacturers of tactical tender brush trucks.
Fleet Services is recommending the purchase of a replacement tactical tender brush truck from the lowest
bidder, Freightliner of Austin, through Tips contract #200206 in the amount of $242,117. This truck is
equipped with an Unruh Fire custom tactical tender body.
Pricing obtained through The Interlocal Purchasing System has been competitively bid and meets the
statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 17, 2011, Council approved the interlocal agreement with The Interlocal Purchasing System
(Ordinance 2011-082).

FISCAL INFORMATION
The vehicle will be purchased out of Certificates of Obligation Funds and General Government Project
Funds dedicated for vehicles and equipment. The budgeted amount for this item is $242,117.
