SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with Whirlix Design, Inc., through the
Buy Board Cooperative Purchasing Network Contract # 592-19, for the purchase and construction of
McKenna Park Playground for the Parks and Recreation Department; providing for the expenditure of funds
therefor; and providing an effective date (File 7354 - awarded to Whirlix Design, Inc., in the not-to-exceed
amount of $436,500).
INFORMATION/BACKGROUND
Over the past two years, the Parks and Recreation Department has worked toward updating the City’s
playground inventory with new structures that meet current safety regulations. The current playground at
McKenna Park was installed in 1997 and has been identified for replacement by Parks and Recreation Staff.
The proposed replacement structure includes interactive and accessible play.
A community meeting was held on March 18, 2019 to gather input from the neighborhood in regard to
anticipated park improvements. Since the meeting staff has worked on design and construction documents.
A second community meeting is scheduled for September 24, 2020 to provide the neighborhood an update
on proposed improvements and a schedule of construction.
With the expansion or Bonnie Brae Street, the current McKenna Park parking lot has been removed and is
planned to be rebuilt on the east side of the park along Thomas Street. The new park design relocates the
playground closer to the new parking lot.
Pricing was obtained through the Buy Board Cooperative Purchasing Network and has been competitively
bid and meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2005, Council approved the interlocal agreement with the Buy Board Cooperative
Purchasing Network (Ordinance 2005-034).
On February 26, 2019, Parks and Recreation presented the McKenna Park improvements, including the
playground, to City Council. City Council directed staff to have a public meeting with the neighborhood
to discuss the possible improvements.

playground, to the Parks, Recreation and Beautification Board to gather feedback and suggestions.
On March 26, 2019, Parks and Recreation presented the McKenna Park improvements, including the
playground, to City Council.
On August 8, 2020, Parks and Recreation presented to the Parks, Recreation and Beautification Board to
gather feedback and suggestions on the playground
RECOMMENDATION
Award a contract with Whirlix Design, Inc. for the purchase and construction of McKenna Park Playground
for the Parks and Recreation Department, in the not-to-exceed amount of $436,500.

FISCAL INFORMATION
