SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with CBS Mechanical, Inc dba CBS Roofing Services,
for the re-roofing of five (5) City of Denton buildings for the Facilities Management Department; providing
for the expenditure of funds therefor; and providing an effective date (RFP 7430 – awarded to CBS
Mechanical, Inc dba CBS Roofing Services, in the not-to-exceed amount of $1,510,300).
INFORMATION/BACKGROUND
The proposed contract is for roof replacement of five (5) Parks and Recreation Facilities: Denia Recreation
Center located at 1001 Parvin Road, Northlakes Recreation Center located at 2001 West Windsor Drive,
Northlake Recreation Center Annex located at 1117 Riney Road, Martin Luther King Jr. Recreation Center
located at 1300 Wilson Street, and the Senior Center located at 509 North Bell Avenue. All five (5) roofs
were previously scheduled to be replaced in 2015, due to the Facilities Management Preventative
Maintenance Program, the roof replacement was able to safely be extended to 2021. All five (5) roofs are
beyond the warranty and have begun to show signs of failure. The proposed contract amount of $1,510,300
includes the base award of $1,373,000, performance bonds of 3% totaling $41,190.00, a t 20-year warranty,
and a 7% owner’s contingency in the amount of $96,110.
Requests for Proposals were sent to 429 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Ten (10) proposals were received, with nine (9) meeting specifications. These proposals
were evaluated based upon published criteria including delivery, compliance with specifications, probable
performance and price. Based upon this evaluation, CBS Mechanical, Inc dba CBS Roofing Services was
ranked the highest and determined to be the best value for the City.
