Re: Proposal for GOP Revision/Renewal Application
City of Denton Landfill
Weaver Consultants Group, LLC (WCG) is pleased to provide City of Denton Landfill (City)
with the following scope of work and estimate for the preparation and submittal of the
General Operating Permit (GOP) revision/renewal application for the City of Denton
Landfill (Site).
The Site’s current GOP authorization to operate expires on May 2, 2021. In accordance with
the Title V requirements, a renewal application must be submitted at least six months
before the expiration of the permit. Under this task, WCG will complete the necessary
renewal application submittal. The renewal application submittal will consist of a complete
set of all applicable GOP forms updated to incorporate the most recent applicable
regulations and revisions for each source. WCG will review federal and state regulations
and TCEQ guidance documents to complete necessary TCEQ GOP forms for the Site. WCG
will use the current GOP application and request any additional information from the Site, if
needed, to make applicability determinations.
In addition, since the TCEQ issued the revised Municipal Solid Waste Landfill General
Operating Permit on February 24, 2020. As such, the Site will need to update the GOP Index
No. for the painting operations. The revision is required to be submitted within 90 days of
the effective GOP date, which is May 24, 2020.
Once complete, a copy of the GOP revision/renewal application will be provided to the Site
for review, comment, and certification prior to final submittal. After incorporating any
comments, WCG will submit the appropriate number of copies of the application to the
TCEQ and Site.
The estimated cost for this project is shown below with all services being provided on a
lump sum basis.

WCG will begin the work described in this proposal upon receiving authorization to
proceed. WCG understands that regulatory compliance is essential to operations and will
