SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Total Maintenance Solutions South, Inc., for the
procurement of touch-free products for various City departments; providing for the expenditure of funds
therefor; and providing an effective date (IFB-BV 7412 – awarded to Total Maintenance Solutions South,
Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5)
year not-to-exceed amount of $75,000).
INFORMATION/BACKGROUND
This Invitation for Bid-s Best Value (IFB-BV) is for the supply of Touch-Free Products, which will be
used by all City departments to assist in the prevention of spreading COVID-19. As City facilities begin to
re-open, the need for touch-free items have become a high prority. The contract includes touch-free
products: faucets for each sink, sensor flushing for toilets, and touch-free paper towel dispensers.
Based on an assessment Facilities Management completed during the evaluation the recommended NTE
for this contract is $75,000 for a total potential five (5) year contract.
The IFB-BV was sent to 255 prospective suppliers of this item. In addition, specifications were placed on
the Materials Management website for prospective suppliers to download and advertised in the local
newspaper. Seven (7) bids meeting specification were received and evaluated by section based upon
published criteria including reputation, quality, needs, price, and delivery. Total Maintenance Solutions
South, Inc. was ranked the highest for the procurement of touch free products and determined the best value
for the City.

ESTIMATED SCHEDULE OF PROJECT
This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)

FISCAL INFORMATION
Products will be funded from Coronavirus Relief Funding (CRF) for the intital purchase. Items purchased
in future years will be funded from the Facilities Management Operating Budget and/or Project funds
dedicated to City Facilities.
