SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with GWB Enterprises, LLC dba Clean & Green Car
Wash, for vehicle washing and detailing services for various City of Denton departments; providing for the
expenditure of funds therefor; and providing an effective date (IFB-BV 7455 – awarded to GWB
Enterprises, LLC dba Clean & Green Car Wash, for one (1) year, with the option for two (2) additional one
(1) year extensions, in the total three (3) year not-to-exceed amount of $150,000).
INFORMATION/BACKGROUND
The proposed contract is for self-service automated vehicle washing, self-service vacuum, and full-service
detailing. The service will be utilized by various City departments to keep City fleet vehicles clean and
presentable to the public and is primarily suitable for police patrol units, sedans, SUVs, and light-duty
trucks.
Standard vehicle washing service will include automated washing, rinsing, and drying of all exterior
surfaces/windows, etc., automated cleaning of tires and wheels, and access to vacuum equipment for self-
service cleaning of vehicle interiors. Additional services offered are full-service exterior washing and
interior vacuuming/detailing. Based on a historical spend and future projections the recommended NTE for
this contract is $150,000 for a total potential three (3) year contract.
The Invitation for Bid Best Value (IFB-BV) was sent to 58 prospective suppliers, including 8 Denton firms,
of this item. In addition, specifications were placed on the Materials Management website for prospective
suppliers to download and advertised in the local newspaper. Two (2) bids meeting specification
requirements were received and evaluated by section based upon published criteria, including delivery,
compliance with specifications, probable performance, and price. Clean & Green Car Wash was ranked the
highest and determined the best value for the City.

On November 9, 2020, this item will be presented to the Public Utilities Board (PUB) for consideration.
RECOMMENDATION
Award a contract with GWB Enterprises, LLC dba Green & Clean Car Wash, for vehicle washing and
detailing services for various City departments, in a one (1) year, with the option for two (2) additional one
(1) year extensions, in the total three (3) year not-to-exceed amount of $150,000.

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for two (2) additional one (1) year

FISCAL INFORMATION
These services will be funded through the using department’s operating budget on an as-needed basis. The
City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
