SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with MSB Constructors, Inc., for the construction of the
Denton Development Services Parking Lot Improvements Project for the City of Denton; providing for the
expenditure of funds therefor; and providing an effective date (IFB 7452 – awarded to MSB Constructors,
Inc., in the not-to-exceed amount of $944,964.30).
INFORMATION/BACKGROUND
The Denton Development Services Parking Lot Improvements Project will consist of parking lot removal
and reconstruction at the new Development Service Center, located at 401 North Elm in downtown Denton.
This project will also include drainage improvements, pavement markings, irrigation, and landscaping.
The Denton Development Services Parking Lot Improvements Project was originally intended to be
included as part of the building renovation project, but due to the scope and cost of the parking lot, the
decision was made to remove it from the original project scope and bid it out as a separate project.
The total project cost of $944,964.30 for the Denton Development Services Parking Lot Improvements
Project consists of: $372,300 total base bid; $527,666 Alternates A, B, D, E; and a $44,998.30 contingency.
A five (5) percent contingency allowance, if any, is for the sole use of the City and will be subject to written
authorization by the City’s Project Manager and Program Manager.
Bids for the project were opened on September 29, 2020. Twelve (12) responses were received with a low
bid (base bid plus five optional alternates) of $1,308,294.00 and a high bid of $1,989,365.15. The engineer’s
opinion of probable construction cost (OPCC) for the total bid was $1,879,571.00. After reviewing
submissions, the City recommends award of base bid and four alternates (A, B, D and E) to the lowest
responsible bidder.
Invitation for Bid were sent to 718 suppliers, including 52 Denton firms. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Twelve (12) bids meeting specifications were received. The lowest bid was received by
MSB Constructors, Inc.
