DEPARTMENT: Procurement & Compliance
ACM: David Gaines
DATE: November 10, 2020
SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-ruled municipal corporation,
rejecting any and all competitive bids under IFB 7402 for professional demolition service, removal, and
cleanup of two (2) commercial buildings located on the proposed Eagle Substation site; and providing an
effective date (IFB 7402).
INFORMATION/BACKGROUND
Denton Municipal Electric (DME) solicited bids for professional demolition service, removal, and cleanup
of two (2) commercial buildings located on the proposed Eagle Substation site located at the southeast
corner of Eagle Drive and Bernard Street.
Prior to demolition, the existing commercial buildings had asbestos removal as required by EPA – Clean
Air Act – National Emission Standards for Hazardous Air Pollutants (NESHAP). The City of Denton
Purchasing Department released Invitation for Bid (IFB) #7402 which requested bids for the demolition,
removal, and site cleanup for the commercial buildings and installation of a temporary fence around the
site. The contract requires removal of any above concrete protrusions or above ground structures, except
for electric or light standards which is to remain, as is, on the site. There will be additional demolition
required on this project at a later date which will include the remaing concrete foundations.
Invitation for Bids was sent to 595 prospective suppliers, including 54 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. Seven (7) bids were received. Six (6) bids met specification and minimum
requirements.
On August 18, 2020, the City Council provided DME direction to not proceed with the construction of
Eagle Substation. In accordance with the Local Government Code 252.043, the City Council may reject
any and all bids.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 9, 2020, this item will be presented to the Public Utilities Board (PUB) for consideration.
