SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Pacheco Koch Consulting
Engineers, Inc., for consulting services and to develop a master plan and design for Bowling Green Park
for the City of Denton as set forth in the contract; providing for the expenditure of funds therefor; and
providing an effective date (RFQ 7417 – Professional Services Agreement for consulting and design
services awarded to Pacheco Koch Consulting Engineers, Inc., in the not-to-exceed amount of $62,800).
INFORMATION/BACKGROUND
The City of Denton Parks and Recreation Department owns an 18-acre site “Bowling Green Park” located
at 2200 Bowling Green Street, Denton, TX 76207. The proposed project will consist of public engagement,
needs assessment, conceptual designs, construction design, and phasing options including opinions of
probable cost for the development. This information will become part of the master plan for improvements
for the park, which could include items such as, but not limited to a loop trail, raised garden beds, Americans
with Disabilities Act (ADA) raised garden beds, landscaping, and typical park amenities.
Request for Qualifications (RFQ) for consulting services was sent to 508 prospective firms, including 20
Denton firms. In addition, the RFQ was placed on the City of Denton Materials Management website for
prospective respondents to download and advertised in the local newspaper. Ten (10) statement of
qualifications (SOQ) were received. The SOQ’s were evaluated and ranked based upon published criteria
including understanding of the project, past performance, experience, and schedule. Based upon this
evaluation, the recommended award is to Pacheco Koch Consulting Engineers, Inc. and is determined to be
the most qualified firm for the City.

RECOMMENDATION
Award a contract with Pacheco Koch Consulting Engineers, Inc., for consulting services and to develop a
master plan and design for Bowling Green Park for the City of Denton, in a not-to-exceed amount of
$62,800.
ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with a completion date within seven (7) months.
FISCAL INFORMATION
These services will be funded from Park Dedication and Development Funds.
