Exhibit 1 - Agenda Information Sheet City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: December 17, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a contract with T.H. Glennon Co., Inc., for the purchase of mulch colorant for the Beneficial Reuse Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 7438 – awarded to T.H. Glennon Co., Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $100,000.00). INFORMATION/BACKGROUND The City of Denton produces a line of deco-colored mulches in either red, brown, or black that are sold to landscapers, contractors, and the public. To produce these products the City blends recycled hardwoods with a long-lasting and environmentally safe colorant. Although pricing for the mulch colorant is set per pound, the City of Denton makes every effort to purchase in bulk to secure the best possible discount. The cumulative spend for the purchase of mulch colorant has been as follows: FY 15 $7,454.20 FY 16 $18,260.00 FY 17 $16,471.80 FY 18 $19,666.80 FY 19 $15,727.20 FY 20 $17,677.60 Total: $95,257.60 Requests for Proposals was sent to 63 prospective suppliers of this item. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. One (1) proposal was received and evaluated based upon published criteria including schedule, compliance with specifications, probable performance, and price. Based upon this evaluation, T.H. Glennon Co., Inc. was ranked the highest and determined to be the best value for the City. City Hall 215 E. RECOMMENDATION Award a contract with T.H. Glennon Co., Inc., for the purchase of mulch colorant for the Beneficial Reuse Department, in a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $100,000. PRINCIPAL PLACE OF BUSINESS T.H. Glennon Co., Inc. Salisbury, MA SUSTAINABILITY MEASURES T.H. Glennon uses all environmentally safe materials to manufacture their colorants. They are water-based and specially formulated to be nontoxic to children, animals and plants. The paints are touted as “eco- friendly” and no significant environmental hazards are associated with release to the environment. Components of the mulch colorants include water, pigments, and other minor additives which are then blended together to create a proprietary dispersion. Safety data sheets are available for each specific colorant. ESTIMATED SCHEDULE OF PROJECT This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION These products will be funded from Wastewater Operating funds. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
