Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: December 17, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to execute a public works contract with John Burns Construction Company of Texas, Inc. for the construction of the U.S. 380 & Scripture Street Transmission Mains; providing for the expenditure of funds therefor; and providing an effective date (IFB 7460 – awarded to John Burns Construction Company of Texas, Inc., in the not-to-exceed amount of $1,942,870.13). INFORMATION/BACKGROUND The U.S. 380 & Scripture Street Transmission Mains project was created to increase reliability and provides more adequate water service to the western portion of the City due to projected growth. The water lines have been identified in the City’s Water Masterplan and complete “gaps” in the 16-inch and 20-inch mains crossing IH 35 and provide additional redundancy in the system. The Hwy 380 to IH 35 Transmission Line project includes three (3) water mains crossing IH 35, one near Scripture/Panhandle and two just south of US 380. The project will provide approximately 2,723 linear feet of 20-inch water line and 1,027 linear feet of 16-inch water line which include adding capacity and increasing service area. Specifically, • The 20-inch Scripture water line is approximately 761 linear feet and will connect an existing 20- inch main on the east side of IH 35 at the intersection of Panhandle and IH 35, cross IH 35 to the west side of IH 35 and connect to an existing 8-inch main at the intersection of Scripture and IH 35. • The 20-inch US 380 line will extend approximately 1,962 linear feet and connect an existing 20- inch water line on the southeast corner of IH 35 at US 380 intersection, cross IH 35 and connect to an existing 20-inch main on the south side of US 380 between the railroad and QuickTrip. • The 16-inch US 380 line will extend approximately 1,027 linear feet and connect to an existing 16- inch water line on the southeast corner of IH 35 at US 380 intersection, cross IH 35 and connect to an existing 12-inch main along the southbound IH 35 Frontage Road near Caliber Collision. The project total cost of $1,942,870.13 for U.S. 380 & Scripture Street Transmission Mains construction consists of: $1,850,352.50 total base bid; and a $92,517.63 contingency. Invitation for Bids was sent to 729 prospective suppliers of this item, including 52 Denton firms. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Five (5) bids were received. The engineer’s estimate for comparison (without contingency) for the Base Bid was $1,852,560.50. The lowest bid was received by John Burns Construction Company of Texas, Inc. As part of the solicitation process bidders submit a minimum qualification statement that includes three government entities of similar size and scope that are contacted by staff to verify the vendor’s quality of work on prior projects before proceeding with an award. The reference responses for this vendor were positive. On June 27, 2017, Council approved a Professional Services Agreement for Design with Birkhoff, Hendricks & Carter, LLP, in the not-to, exceed amount of $229,492 (Ordinance 2017-191) (PO#: 182088). On December 14, 2020, this item will be presented to the Public Utilities Board (PUB) for consideration. RECOMMENDATION Award a contract with John Burns Construction Company of Texas, Inc., for construction of the U.S. 380 & Scripture Street Transmission Mains Project, in the not-to-exceed amount of $1,942,870.13. Lewisville, TX ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with a completion date within 180 calendar days.
