SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with Standard Automation & Control
LP dba Wonderware West, for the purchase of a technical support and services package to be used by the
City of Denton Water Reclamation Department SCADA systems, which is the sole provider of this
software, in accordance with Texas Local Government Code 252.022, which provides that procurement of
commodities and services that are available from one source are exempt from competitive bidding, and if
over $50,000 shall be awarded by the governing body; and providing an effective date (File 7475 – awarded
to Standard Automation & Control LP dba Wonderware West, in the five (5) year not-to-exceed amount of
$128,000).
INFORMATION/BACKGROUND
The Water Reclamation Department uses Wonderware software to operate the wastewater Supervisory
Control and Data Acquisition (SCADA) system, which controls and reports the status of the City’s
treatment plants and lift stations. To ensure a stable operating platform, the department must stay current on
software updates, and consult with vendor technical support as necessary to maintain, repair, and upgrade
the SCADA system infrastructure.
Wonderware is the sole source provider for this software. SCADA systems represent a large investment in
both software and communications equipment. Additionally, there is a significant investment in the training
and operation of the SCADA system. Currently, there are more than 300 devices that comprise the
communications and networking equipment that comprise the SCADA system.
It is recommended that a SCADA system be evaluated every 30-35 years due to this investment cost and
because so many communication devices must interface with the human-machine interface (HMI) system.
At the end of this renewal period, a full evaluation of the SCADA system would be beneficial to continued
operations. The Department intends to evaluate the SCADA software in approximately Fiscal Year 2040.
A contingency is recommended by Technical Services, is included in the event the department requires services
above and beyond normal technical support options.

Section 252.022 of the Local Government Code provides that procurement of sole source commodities and
services are exempt from competitive bidding, if over $50,000, shall be awarded by the governing body.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 14, 2020, this item will be presented to the Public Utilities Board (PUB) for consideration.
RECOMMENDATION
Award with a contract to Standard Automation & Control LP dba Wonderware West, as a sole source
supplier, for the purchase of technical support and services package to be used by the City of Denton Water
Reclamation Department SCADA systems, in a five (5) year not-to-exceed amount of $128,000.
ESTIMATED SCHEDULE OF PROJECT
This is a (5) year contract.
FISCAL INFORMATION
These services will be funded from Wastewater Operating funds. The City will only pay for services
rendered and is not obligated to pay the full contract amount unless needed.
