SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with Clevest Solutions, Inc., for the
upgrade to the mobile workforce management software (MWM) for Denton Municipal Electric, which is
the sole provider of this software, in accordance with Texas Local Government Code 252.022, which
provides that procurement of commodities and services that are available from one source are exempt from
competitive bidding, and if over $50,000, shall be awarded by the governing body; providing for the
expenditure of funds therefor; and providing an effective date (File 7465 – awarded to Clevest Solutions,
Inc., in the not-to-exceed amount of $90,063.75).
INFORMATION/BACKGROUND
In August of 2015, Denton Municipal Electric (DME) submitted a proposal for a new project to implement
electric work orders using a mobile electronic platform to Clevest Solutions, Inc. This was approved by
City Council on September 14, 2015.
The mobile workforce management (MWM) software supports DME service tickets, DME meter service
orders, Texas 811 locate tickets, automated vehicle locations, integration with the outage management
system, and submission of Water service requests via Cityworks. This upgrade will move DME from
Version 5.3.1 to Version 7.1. The newer version will include improvements to the software and will provide
the user with enhancements to the current workflow, provide management with improved reports and
metrics, and extend the service life of the use of the application.
The contract amount includes $72,051 for professional services cost for the software upgrade, plus a 25%
contingency of $18,012.75 for a total not-to-exceed amount of $90,063.75.
Section 252.022 of the Local Government Code provides that procurement of sole source commodities and
services are exempt from competitive bidding, if over $50,000, shall be awarded by the governing body.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 14, 2020, this item will be presented to the Public Utilities Board (PUB) for consideration.
