SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a Professional Services Agreement with Jacobs
Engineering Group Inc., for an Automated Meter Reading Feasibility Study (AMR/AMI) for the Utilities
Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an
effective date (RFP 7448 – awarded to Jacobs Engineering Group Inc., in the not-to-exceed amount of
$79,720.00).
INFORMATION /BACKGROUND
The City of Denton Utilities Department (Water and Wastewater) solicited proposals for professional
services to evaluate and determine the economic and operational feasibility for an Automated Meter
Reading system within our utility to read our water meters. The system evaluation considered economic
and operational synergies associated with joint operation with the AMI, and data acquisition system already
utilized by DME to leverage cost savings for the water utility systems. This study will perform a
comprehensive study and develop recommendations for all facets of the system including technology
selection, compatibility of data acquisition, and management systems, cost, implementation, timelines as
well as developing a communication plan for both internal and external customers. The purpose of the
AMR/AMI system is to help the City with providing better customer service, improved billing accuracy,
optimize revenue, and enhance our water accountability and water loss. Utilities will use the study to
develop a business case for implementation of AMR/AMI across the city and, if cost effective, will
recommend such a system to City Council.
Requests for Proposals was sent to 163 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Seven (7) proposals were received and evaluated based upon published criteria including
similar projects, compliance with specifications, probable performance, and price. Based upon this
evaluation, Jacobs Engineering Group Inc. was ranked the highest and determined to be the best value for
the City.
