The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission
shall have accurately described your understanding of the objectives and scope of the requested
products and services and provided an outline of your process to implement the requirements of the
Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum,
the following:
Community Survey Scope of Work
Project Description
The City of Denton, Texas invites proposals from consultants with appropriate expertise to assist
the city in the development, implementation, and compilation of a Community Survey.
The goals of this project are to assess overall citizen and business satisfaction with City service
delivery, for citizens and businesses to rate the quality of life in Denton, and for citizens and
businesses to provide feedback as to which issues are most pressing for the City Council and City
staff’s attention. The Community Survey results reveal how the public rates our effectiveness in
service delivery, which is the “bottom line” in local government. This information enhances our
ability to provide premium level service delivery and to better respond to the needs of our citizens.
The City intends to conduct a citizen survey each year and to conduct a business survey every
other year.

General Background
Denton is located in North Texas on the north end of the Dallas-Fort Worth Metroplex and is the
county seat of Denton County. Denton has a population of approximately 120,000. The City of
Denton is a full-service municipality, which includes a municipally owned electric utility; a
municipal airport; water and wastewater facilities; three libraries; a robust network of parks, trails,
and recreation centers; a water park and natatorium; a 2,900-acre natural heritage area; and other
traditional services such as police, fire, and solid waste and recycling.
Scope of Work
The City is seeking a qualified consultant to assist the city in the development, implementation,
compilation, and analysis of a Community Survey. It is anticipated that this engagement will
include at least the following activities and tasks:

Development of Survey
The consultant will work with City staff to review, refine, and update the City’s 2015 Citizen and
Business Surveys, rather than create a new survey instrument. Copies of the 2015 Surveys are
attached as Exhibit A. Prior to the initial meeting with the consultant, the city will to review the
original survey and meet with internal stakeholders to discuss any necessary revisions/additions.
The consultant will work with the City to develop additional questions or revise existing questions
as needed, based on the City’s 2016-17 Strategic Plan. The survey should be developed in both
English and Spanish languages.
Implementation of Survey
The consultant will establish parameters for the sample size and a time frame for data collection
to ensure statistically valid results. The City prefers a mailed survey for consistency with the
previous survey, but will consider other methodologies proposed. Upon final review and
acceptance of the questionnaires by the City, the consultant will then implement and distribute the
survey.
Compilation of Surveys and Final Report
After survey implementation, the consultant will compile, analyze, and report the data collected
using industry standard survey methodologies and statistical analysis techniques. Analysis of the
data should include comparison to previous surveys and benchmarking data for cities with similar
characteristics, where available. A final written report that summarizes the findings and results of
the surveys, including the validity and reliability of the results, will be provided to the City and
presented in person to the City Council. The final report must include an executive summary;
survey methodology; a full description of the survey results, including charts and graphs
illustrating survey findings; the raw data; and highlights of any significant cross tabulations.

3 years’ experience providing similar services requested
3 references from governmental entities, of similar size, for services requested
