7297 Technical Specifications rev 4-6-20 RFP # 7297 1 RFP # 7297 Scope of Work & Technical Specification for Energy News, Credit Analytics and Market Price Data 1. Introduction This specification describes the requirements for utility quality energy news and market price data to be purchased by The City of Denton for Denton Municipal Electric, (DME). The new service(s) shall be used in the existing DME Administration Building located at 1659 Spencer Road, Denton, Texas 76205. 2. Scope DME is seeking proposals from qualified firms to provide comprehensive news and energy industry insight, pricing information, and market data aggregation and integration services, including market commentary, on North American energy markets, along with analytics and credit risk management tools for the wholesale power market space. The respondent(s) submission shall accurately describe their understanding of the objectives and scope of one or all of the requested product(s) and service(s). The respondents shall clearly specify which service or services they are bidding on and provide an outline of how the bidder will meet the requirements of the scope of work/service(s) requested. The respondent(s) will not be penalize or awarded higher, if the response is for one service or a combination of services, including all services. It is anticipated that the scope of service(s) will include, at a minimum, the following: a) Total Cost of any and all Subscription Service respondent intends to bid on (itemized with grouping discount separately). i. Daily electric fixed price and heat rate forward curves (for 120 months) with monthly granularity for all ERCOT hubs and Zones by the following Time Of Use blocks: i. On Peak (5x16) ii. Weekend Peak & Holidays (2x16) iii. Off Peak Nights (7x8) ii. Daily natural gas forward curves (for 120 months) for locations in Texas and Oklahoma with monthly, natural gas seasonal and electricity seasonal blocks, calendar and quarterly granularity, with basis differential to NYMEX Henry Hub futures as well as fixed prices RFP # 7297 2 iii. Daily assessments of electricity at-the-money straddle implied volatility curves by Put and Call at all ERCOT hubs, including On Peak call, put and straddle options, and volatility Smile for ERCOT North Hub or Zone for volatility time period extending 120 months forward iv. Daily natural gas implied volatility curves for NYMEX Henry Hub and locations in Texas and Oklahoma for 120 months, with Henry Hub contracts marked with a volatility smile and straddle option assessments. v. Energy Market News including i. Fundamental and analytical data showing what moves North American and Texas energy markets ii. Daily market commentary and generation unit outages iii. Spot and forward market commentaries iv. Transmission developments that impact power flows v. Supply and demand dynamics vi. Spark spreads vi. Credit Risk Management tools, including i. Tools to detect short-, medium- and long-term credit deterioration for rated and unrated energy and utility companies, including municipal utilities. ii. Portfolio management tools to analyze portfolio credit risk exposure levels iii. Financial data covering capital structure, credit ratings, ownership and business relationships of companies in the natural gas and electric power industry b) Delivery Options i.
