Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: January 5, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or his designee, to utilize a contract with Angel Armor, LLC, through the City of Grand Prairie Contract Number #19112, for the purchase of ballistic vests for the Denton Police Department; providing for the expenditure of funds therefor; and providing an effective date (File 7570 – awarded to Angel Armor, LLC, in the not-to-exceed amount of $254,800.00). INFORMATION/BACKGROUND The Denton Police Department places a high priority on ensuring officer safety. Ballistic vests are an essential component of an officer’s safety while they are on duty. It is also important for the vests to be comfortable and durable to withstand extended periods of wear, in a variety of temperature conditions. The proposed vendor, Angel Armor, provides light-weight rifle resistant vests and plates which can be worn for the duration of a shift. Angel Armor’s one body armor solution, with pistol and rifle rated ballistic protection, further eliminates the need for officers to store additional protective gear in their vehicles. This request will cover vests that will be issued as replacements annually on an as-needed basis in addition to the purchase for new hires. City staff estimates annual expenditures to be approximately $63,700 and funding is provided from the Police Department operating budget. The chart below is the projected spend for this contract. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On April 23, 2019, Council approved the interlocal agreement with the City of Grand Prairie (Ordinance 19-836). City Hall 215 E. PRINCIPAL PLACE OF BUSINESS Angel Armor, LLC Fort Collins, CO ESTIMATED SCHEDULE OF PROJECT This City of Grand Prairie contract will expire on September 30, 2024. FISCAL INFORMATION These products and services will be funded through the department’s budget on an as-needed basis. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
