SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with Siddons-Martin Emergency Group,
LLC, through the Buy Board Cooperative Purchasing Network Contract #571-18, for one (1) Pierce Custom
Enforcer Pumper Engine for the Fire Department; providing for the expenditure of funds therefor; and
providing an effective date (File 7558 – awarded to Siddons-Martin Emergency Group, LLC, in the not-to-
exceed amount of $764,947.00).
INFORMATION/BACKGROUND
The acquisition of a new Pierce Fire Apparatus is the result of the coordinated efforts of Fleet Services and
the Fire Department to ensure vehicles and equipment are acquired and replaced in a timely manner. This
ensures the safe and efficient response capability of the Fire Department. The Fire Department has
standardized fire apparatus to Pierce manufacturing to create efficiencies with service, maintenance, and
parts supplies available through the local vendor, Siddons–Martin Emergency Group, LLC. The new
Enforcer Pumper Engine will enter frontline service as a fleet replacement at Station 4. The current Station
4 engine FD1219 will go into reserve status and reserve unit FD7100 will be auctioned. Siddons-Martin
Emergency Group, the only authorized Pierce dealer in the state of Texas, submitted a Buy Board quote for
one (1) 2021 model Pierce Custom Enforcer Pumper.
By submitting a full prepayment of $764,947 for the Pierce Pierce Custom Enforcer Pumper, the City of
Denton will receive a prepay discount of $25,695. The cost of additional tools and equipment required to
outfit this Engine is estimated at $226,000 and will be funded from the same job number listed below on
separate purchase orders. The total cost of this project is estimated at $990,947.
Pricing obtained through the Buy Board Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2005, Council approved the interlocal agreement with the Buy Board Cooperative
Purchasing Network (Ordinance 2005-034).
