SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with SHI Government Solutions, Inc.,
through the Department of Information Resources (DIR) Cooperative Purchasing Network Contract No.
DIR-TSO-3984 for the procurement of the NEOGOV Full Suite for the Human Resources Department;
providing for the expenditure of funds therefor; and providing an effective date (File 7596 – awarded to
SHI Government Solutions, Inc., for one (1) year, with the option for four (4) additional one (1) year
extensions, in the total five (5) year not-to-exceed amount of $883,908.50).
INFORMATION/BACKGROUND
In 2005, the City obtained NEOGOV Insight, an online applicant tracking system, and utilized the system
to post jobs, screen applicants, and hire employees. In 2015, the City purchased the Talent Management
system to conduct performance reviews, and the Cornerstone system to manage Human Resources (HR)
training.
In 2019, HR obtained Oracle Human Capital Management to replace the existing HR systems. The
NEOGOV and Talent Management contracts were canceled, and the Cornerstone contract was extended
until October 2020 to allow time for implementation. However, by March 2020, the implementation of the
Oracle system was found to be cost-prohibitive. HR moved to cancel the Oracle contract and re-acquired
the NEOGOV applicant tracking system (Insight), as well as the new On-Board module and integrations
with the existing JDE system. Further, the Learning Management System, which tracks employee training,
offers existing training courses, and allows us to create, post, manage, and track courses was also acquired
in July 2020.
Procurement of the full NEOGOV Suite would streamline the current Human Resources Information
System(s). Currently, HR utilizes multiple systems for various portions of the employee life cycle. By
moving all systems to NEOGOV, it will become a fully integrated, comprehensive system.
The City currently has the following NEOGOV modules:

• Onboard Subscription
• Learn Subscription
• Single Sign-On
• New Hire Integration
• Position Integration

Systems to be purchased, completing the NEOGOV Suite:
• Perform Subscription
o Performance Management module for employee evaluations. Perform works with Onboard,
Insight, and Learn to track and develop employees throughout their career.
• eForms Subscription
o eForms is an employee document and workflow management system, allowing
administrators of the system the easily create online forms, manage documents, and build
workflows. Through the use of eForms, HR would also be able to store “paperwork”
seamlessly in employee personnel files.
• Benefits Subscription
o The Benefits Subscription would replace our current, disparate system (Workterra). The
NEOGOV Benefits Subscription would create an online system for new hires to enroll in
their benefits selections. It would also be utilized during open enrollment for current
employees.
• Core HR Subscription
o Core HR encompasses all HR functions and integrates everything into a centralized location.

Pricing obtained through the Department of Information Resources (DIR) Cooperative Purchasing Network
has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, Council approved the interlocal agreement with the Department of Information
Resources Purchasing Network (Ordinance 20-196).
RECOMMENDATION
Award a contract with SHI Government Solutions, Inc., for the procurement of the NEOGOV Full Suite
for the Human Resources Department, in a one (1) year, with the option for four (4) additional one (1) year
extensions, in the total five (5) year not-to-exceed amount of $883,908.50.

This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year
