GENERAL NOTES TO CONTRACTORS
1. All labor and materials must comply with the "General Specifications Manual for Rehabilitation
and Construction," henceforth referred to as the General Specifications Manual, and the City of
Denton building code requirements. (A copy of the General Specifications Manual is available
upon request.)
2. Project must proceed within ten (10) working days of the date of signing contracts. Project will be
completed within 150 days after the date of contract signing. Note: DELAYS, EXTENSION OF TIME
WILL REQUIRE A SIGNED CHANGE ORDER.
3. If this is an “infill new construction” project, Contractor must complete necessary forms required
for FHA New Construction as follows: Builders Warranty of Completion (form HUD‐92544),
Builder’s Certification of Plans, Specifications & Site (form HUD‐92541), Termite Treatment Builders
Certification and Guarantee (form HUD‐NPCA‐99‐A) and New Construction Soil Treatment Record
(form HUD‐NPCA‐99B). If additional forms are required, contractor agrees to complete them as
needed.
4. Contractor must complete and pass all required building inspections and obtain approval of the
final inspection of the unit and complete any punch list items noted during final CD staff
inspection of unit.
5. Contractor will provide a one‐year warranty on the unit. The warranty period will begin upon the
date of initial occupancy by the Owner or homebuyer in the case of an infill new construction
project).
6. Contractor will provide lien waivers for all subcontractor/materialmen utilized and a General
Contractor’s Affidavit, Warranty, and Lien Waiver statement.
7. Contractor will provide a Section 3 Report to provide subcontractor and employee information for
any subcontract in excess of $10,000 and provide employee data for all minority and female
employees, contractors and/or subcontractors working on this project (forms are provided at
contract signing).
8. Contractor must include in bid, and advise Project Manager as to any item or items that may have
been left off plans that could result in code violations.
9. Contractor at Contractor's expense will be responsible for any items not included in bid, but are
shown on plans or specified in General Specifications Manual or required by City of Denton
building codes.
10. Penalty clauses will be outlined in contract and bid documents and will be enforced.
11. Any variations or substitutions in construction, fixtures, or materials from plans must be
approved, in writing, by Project Manager prior to execution.
12. The following order of precedence shall be enforced: 1) ENERGY STAR® Version 3.1, and Building
Code requirements, 2) the Plans as presented for bid, including all foundation plans, elevations,
floor plans, details and written changes, 3) the following Plan Specifications, which shall serve as a
Description of Materials, 4) the General Specifications Manual. Should the above not address an
item, the Project Manager's decision shall take precedence, in writing if time allows. In all cases,
the building codes of the City of Denton shall not be violated.
13. The Contractor shall be responsible for ensuring that all subcontractors are adequately insured.

PLAN SPECIFICATIONS
Energy:
1. The home shall be U.S. Environmental Protection Agency ENERGY STAR® Version 3.1 qualified.
2. The Contractor must meet Mandatory Requirements for All Certified Homes. Consult current on‐
line ENERGY STAR® requirements at www.Energystar.gov.
3. The contractor must have the home rated by a RESNET‐certified third‐party rater.
4. Whenever a discrepancy exists between ENERGY STAR® requirements and these Plan
Specifications, the ENERGY STAR® requirements shall apply.
5. Envelope leakage shall not exceed ENERGY STAR® performance standards as tested by a THIRD
PARTY RESNET‐certified rater.
6. Testing by the RESNET‐certified rater shall be carried out which may include, but are not limited
to Thermal Bypass Inspection, blower door testing, and duct leakage testing.
7. U.S. EPA requirements mandate that contractors building ENERGY STAR®‐qualified homes sign an
ENERGY STAR® partnership agreement and complete a Version 3.1 Builder Orientation which can
be found at

8. HVAC Contractor must be credentialed by an EPA‐recognized HVAC Quality Installation Training
and Oversight Organization. Details found at

9. Raters and Field Inspectors are required to complete Version 3.1 Training which can be found at
www.resnet.us/programs/training
10. Community Development will provide contractor with an IC3 or REScheck Energy Certificate
demonstrating compliance with section R401.2 of the 2018 International Energy Conservation
Code as amended by the City of Denton. As project will be Energy Star qualified, I.E.C.C. Section
R102.1.1 as amended, addressing above‐code programs, will apply.
11. Denton Municipal Electric provides rebates for authorized installers for several required features
in their GreenSense Rebate Program. Please see www.cityofdenton.com/departments‐
services/sustainable‐denton/customer‐programs/greensense‐rebates
12. Blower door test to not exceed 3 Air Changes per Hour at 50 Pascals (ACH50).
Site Preparation:
See Demolition Site Plan: Site prep includes demolition of existing main structure, complete, (to
include all materials, porches, noted walkways, driveways, etc., to prepare site for new structure; two
(2) backyard small trees are to be removed. Protect fence, sheds noted to be protected in back yard
as indicated on Demo Site Plan. ALL ENTRIES, WALKWAYS AND DRIVEWAYS MUST BE
WHEELCHAIR ACCESSIBLE. BRING IN SUFFICIENT FILL DIRT TO LEVEL LOT TO REACH DRAINAGE
REQUIREMENTS. CHANGE ORDERS WILL NOT BE ALLOWED / PLEASE CALCULATE AND BID
APPROPRIATELY. ROOT BARRIER FOR TREE IN FRONT YARD TO HELP PROTECT NEW FOUNDATION.
May be subject to change based on final Site and Tree survey.
1. Contractor must provide form‐board survey. If noted on plans, contractor must supply certificate
of elevation if so required by the City of Denton Floodplain Administrator and/or Building Official.

drainage away from foundation and off property. Grade property to insure water flow will not
negatively impact surrounding lots/properties. If required, build retaining walls install berms or
swales to correct.
3. All clearing and site prep work shall be according to the General Specifications Manual and
comply with all City of Denton ordinances and codes.
4. Contractor must protect existing trees that are to remain during both the demolition and
construction phases (see Demo Site Plan) and their root zones with temporary fencing. Special
precautions should be taken to include protection of roots by not putting any dirt on top of
natural grade, not digging into the root zone or rolling over them with large equipment, and by
surrounding the tree “umbrella” ground area with silt or protective fencing. Please request a
copy of the article on tree protection during construction projects. Protect tree at right front
corner of lot. SEE PRE‐PROJECT AND DEMOLITION SITE PLAN TO LOCATE TREES TO BE
PROTECTED DURING SITE PREP AND CONSTRUCTION.
5. The existing DRIVEWAY, PARKING WILL BE REPLACED WITH A CONCRETE DRIVEWAY AS SHOWN
ON FLATWORK PLAN.
6. CONTRACTOR TO GET WITH OWNER TO DETERMINE ANY ITEMS OWNERS PLAN TO RETAIN FROM
OLD HOUSE PRIOR TO DEMO. OWNER IS RESPONSIBLE FOR REMOVAL BY DEMO DEADLINE DATE
SET BY OWNER AND CONTRACTOR.
7. Install galvanized tin horn; diameter to be field determined.
Concrete:
1. All concrete slabs and flatwork shall be according to the Plans and meet all code requirements.
2. Driveway and walkways shall be poured as shown on the Site Plan.
3. All concrete shall have minimum 28‐day compression strength of 2500 P.S.I. with a maximum
slump of 6".
4. All foundations must be engineered. Engineered foundation plans must be submitted to Building
Inspections Division with building permit application.
5. Slab and beams shall be as shown in slab detail.
6. All porches shall be poured monolithically with main slab with entryways (front and rear) to be
wheelchair accessible. If not accessible, a wheelchair ramp will be required.
7. Top of slab shall be minimum 5 1/2" above existing grade. (see note above section regarding fill
dirt and require slab be engineered accordingly for fill dirt requirement.
8. #5 re‐bar set at 12" O.C. shall be stubbed out of main slab and porches for driveways and
sidewalks. Re‐bar shall extend into slab, driveways, porches and sidewalks a minimum of 24".
9. Driveways shall have a minimum slope away from house 1/8" per foot. New Driveway and drive
approach are to be installed as shown on the site plan. ALL WALKWAYS AND FRONT AND SIDE
ENTRIES ARE TO BE WHEELCHAIR ACCESSIBLE.
10. All slab area must be termite treated; however, in lieu of soil poisoning, an approved borate
treatment of the framing members may be performed. In either case, provide certification of
treatment details.
11. All slab area must be covered with 6‐mil polyethylene sheeting with 18" overlap prior to setting
re‐bar.

Framing:
1. All framing shall be in accordance to the General Specifications Manual and meet all code
requirements.
2. All wood in contact with concrete shall be CCA‐treated, ACQ‐treated, or copper azole‐treated.
3. Finger‐joint members shall be acceptable where code allows; all other members must be #2
yellow pine minimum.
4. All studs in load‐bearing walls shall not exceed 16" O.C.
5. All studs in non‐load‐bearing wall shall not exceed 24" O.C.
6. All rafters shall not exceed 24" O.C.
7. Hip and valley rafters along with ridge boards shall be one size larger than rafter size.
8. No rafter shall be smaller than 2"x 6".
9. No ceiling joist shall exceed 24" O.C.
10. All ceiling joist spans and sizes shall be code approved.
11. All headers shall be insulated per 2018 I.E.C.C. Table R402.4.1.1. (span sizes to meet code
requirements)
12. All walls carrying horizontal drain, waste, or vent plumbing shall be framed of 2"x 6" dimensional.
13. All roof framing shall meet code requirements. Overhangs shall be as sized on blueprint (23”)
14. All roof decking shall be ½” radiant barrier (Tech‐Shield, Solar Board, or written, approved equal)
with ply‐clips set between each rafter. Radiant barrier shall be installed with the foil side down
and with air gap maintained between board and insulation.
15. All roof bracing shall be according to plans, the General Specifications Manual and meet all code
requirements.
16. Engineer‐designed roof trusses may be used in lieu of conventional framing. Raised‐heel or
energy trusses may be necessary to maintain required air gap.
17. One Simpson H2.5 or D1 "hurricane clip” shall be installed on every rafter tail using the
manufacturer’s approved nails. H2.5s may be installed either on the interior or exterior; D1s must
be installed on the exterior and nailed through the wall sheathing. If an ‘energy’ raised‐heel truss
or any other raising of roof structure is required use of the exterior nailed D1 is preferred.
18. Corner wall bracing shall be installed as follows: minimum 7/16" O.S.B. for a minimum of 48" from
corner. No section of wall longer than 25' shall not be braced with same.
All other exterior wall sheathing shall be 7/16" OSB. All seams in sheathing shall be properly
sealed. All corners and Tees shall be insulated. WALL BRACING NOTE: All exterior walls are
sheathed in 7/16" OSB. All wall bracing shall comply with 2012 IRC R602.10.
19. Install R‐5 rigid foam insulation panels over OSB sheathing before house wrap.
20. Wrap exterior side of walls before brick with Tyvek or written approved equal house wrap.
21. Roll‐out foam insulation strips shall be installed between sill plate and foundation.
Roof:
1. Install 30# felt paper with simplex felt nails over roof decking (overlap felt 4" minimum)
2. Install D drip edge (galvanized) over felt.
3. All flashing and valley material shall be standard 29 gauge galvanized sheet metal.
4. If valley flashing is used, it must be of the V‐trough type.
5. Composition shingles to be a minimum of 220 pound class A fiberglass seal tap with 20‐year

7. INSTALL @150 LF SEAMLESS METAL GUTTERS ON ALL SIDES OF ROOF TO INCLUDE 5
DOWNSPOUTS.
Interior/Walls and Ceiling:
1. All ceilings shall have minimum 5/8" sheetrock or use "sag resistant" drywall board. (NOTE:
Ceiling joists set at 16" OC may use 1/2" drywall board)
2. All walls shall have minimum 1/2" sheetrock.
3. All drywall board shall be U.S. domestic.
4. Install, tape and bed according to manufacturer recommendations or per city code if stricter.
Interior Trim/Cabinets:
1. All cabinetry shall be FHA/VA grade or better and must be approved by Project Manager in writing
prior to placing cab order and/or installation.
2. Install a wall cabinet over washer; and, a 12" deep shelf w/clothes rod over dryer (approx. 83”
from floor – above window; see plans and interior elevations).
3. Install a light fixture with mirrors as shown in blueprint over bathroom vanities in both
bathrooms.
4. Install over‐john cabs in both bathrooms (Bath #1 & 2 = 24” wide X 12” deep X 42” high.
5. Install towel bar and hand towel racks, toilet paper, soap and toothbrush holders in all bathrooms
per blueprint (if not shown on blueprint, owner to select placement).
6. In Hall Bath #1 & #2, install lavatory vanity base cabs: Per cab plans and elevations with
countertop and a one‐piece cultured marble top w/backsplash on two sides.
7. Install kitchen base and wall cabs as per interior cabinet plans and elevations blueprint. Cab plan
must be approved in writing by Project Manager prior to placing cab order and/or installation.
8. Window frames to be sheetrock wrapped on 3 sides with wood stools.
9. Door trim shall be finger‐joint paint grade.
10. Baseboard and shoe mold shall be finger‐joint paint grade
11. All other trims may be finger joint paint grade.
12. Shoe mold (quarter‐round) is required in all vinyl areas.
13. Shelving to be of solid material, minimum 3/4" thick with routed exposed edges.
14. Closet shelves to be supported by rod and shelf brackets. (See closet elevations for shelf designs).
15. Coat and clothes closets are to include clothes rods and hat shelves spaced as shown on the
interior elevations plan. Linen and Pantry closet shelving installation to be spaced per interior
elevations plan.
16. All hardware shall comply with the General Specifications Manual.
17. Cabinet doors and drawer fronts may have reversed bevel in lieu of pulls.
18. Project Manager will select post‐form counter tops; custom‐made countertops with backsplashes
are an acceptable substitute and do not require a “written” approved equal. See Cabinet
elevations.

Floor Covering:
1. Floors to be covered with carpet must meet FHA grade minimum (24.5 ounce face weight or
better)/pad (6 pound or better) or vinyl (10 mil. or better). Refer to General Specifications. Owner
to select one vinyl pattern and one carpet color for rooms as follows: CARPET FLOORING IS TO BE INSTALLED in HALLWAY #2, MASTER
BEDROOM, BEDROOM #2 AND THEIR BEDROOM CLOSETS and LIVING ROOM. VINYL PLANK FLOORING IS TO BE INSTALLED THROUGHOUT THE

Exterior Siding:
1. Exterior walls to be brick veneer and Hardi‐board as specified in plans and Elevations. For soffit
and other horizontal protected applications Hardi‐soffit shall be used. Ensure one square inch of
ventilation per square foot of attic floor area, equally dispersed between the soffit vents and the
roof venting system.
2. Brick Veneer must incorporate expansion joints:
As a general rule, vertical expansion (movement) joints should be provided at the following
locations:
a. At or near wall corners (within 10')
b. At wall discontinuities
c. At changes in height
d. At changes in thickness
e. At changes in stiffness
f. Adjacent to dissimilar materials
g. At abutments to other building elements
h. The joint size should be a minimum of twice the calculated amount to meet the limitations of
the compressibility of the sealant. As a minimum, it is recommended that the joint not be less
than 3/8 inch.
3. No exposed plywood siding may be used.
4. Only U.S. domestic bricks may be used.
5. Fascia shall be installed over wood band nailed to rafter tails. Hardi‐plank shall be used
Plumbing:
1. Install new utility services:
a. Gas: new line from meter to house.
b. Water: new line from meter to house.
c. Use existing Sewer Tap. Sewer: new line from house to City sewer tap. SITE VERIFY.

kitchen.

c. Two bathroom vanities (see site plan for size) one‐piece cultured marble top w/backsplash on
two sides in Bathrooms #1 and #2.
d. Install one ADA compliant Delta double Handle Chrome 4 In. Center‐set Lavatory Faucets Model
2520‐A, or written, approved equivalent (see attached Description Sheet) in Master and hall
Bath; one standard Lavatory delta chrome faucet with stopper in Hall Bath lavatory and Flip‐up style grab bar with grab bar backing.
e. In Master and hall bath install a new one‐piece gel coated fiberglass, code‐approved shower
unit 30” X 60” handicapped accessible shower unit with fold down seat and grab bars on all
three sides. Install shower arm diverter, vacuum breaker on personal shower hose at diverter,
Delta personal shower with 24” adjustable bar or Alsons 24 inch. Wall Grab Bar and Shower
System in Stainless Steel (ADA) model 62001UFBX or, WRITTEN, APPROVED EQUIVALENT. In hall bath
install new one‐piece gel coated fiberglass, code‐approved tub/shower unit 30” X 60”
f. In both baths install ADA water closet, using code‐approved 1.28 EPA WaterSense‐labeled
toilet.
g. Install Master Bath install two (2) 36 inch 220 lb. pull hardware and two (2) vertical grab bar and one horizontal
grab bar see plans and interior elevations for details. (As shown in Interior Elevations Plan).
9. All HVAC condensate lines must be plumbed to code.
10. All exterior hose bibs (2) must be equipped with vacuum breakers.
Central Heat and A/C:
1. All heat and A/C units to be sized per ACCA Manuals J and S, ASHRAE 2017 Handbook of
Fundamentals and located on plans by Project Manager.
2. Central heat unit to be gas fired unit with solid‐state igniter and 20 year warranty on heat
exchanger. Unit shall be two‐stage or variable speed with a minimum AFUE of 0.96.
3. HVAC Equipment to be a Goodman, Heil, Rheem, Trane, Lennox, York brand or, WRITTEN,
APPROVED EQUAL.
4. Ducts must comply with 2018 International Energy Conservation Code and shall comply with
ENERGY STAR® requirements concerning air leakage and insulation.
5. Plenum tie‐in to unit shall be hard cast steel.
6. A/C condensing unit to have a minimum SEER rating of 18 and be ENERGY STAR®‐qualified. To be
installed on a level concrete pad. When property grade may cause soil erosion at pad surround
pad with treated landscape timbers to prevent soil erosion.
7. A platform of 7/16" OSB to be constructed in attic for attic mounted units. Platform must extend a
minimum of 24" from accessible side of unit.
8. Gas unit must be vented through roof.
9. Metal filter grille to be installed in hallway, not to interfere with attic access. (Confirm with Project

11. Whole house ventilation shall be calculated for Energy Star compliance.
12. Thermostat shall be programmable.
13. Check with Denton Municipal Electric concerning rebates available for installation of high efficiency
equipment. For this project contractors may be eligible to collect the Structure Incentive if
contractor enrolls in DME’s EnergySave Program, the home is registered and all specified
requirements concerning A/C SEER, programmable thermostat, insulation, windows, radiant
barrier, and attic ventilation are met.
Electrical:
1. Electrical system must be installed per code and the General Specifications. Current code is 2011
NEC.
2. All bedrooms must have one electrical smoke alarm with battery back up with another smoke
alarm of same design within 10' of doorway. First floor shall have a smoke alarm. Smoke alarm in
hallway shall be dual smoke alarm‐carbon monoxide alarm. (Confirm with Project Manager)
3. Light Fixture/Heat‐Vent‐Light/Install new bathroom light (100 watt), heater (1450 watt), vent fan
with calculated CFM to meet Energy Star and switch. Bathroom exhaust fan(s) shall be U.L. listed
and vented through roof. Vents shall be at least 50 CFM as field tested and no greater than 3
sones. Where vent fans are required because of lack of natural ventilation, they shall be installed in
accordance with the National Electric Code (NEC), and provide a minimum of two air exchanges per
hour.
4. Electrical service shall be a 200 amp minimum, 120/240V.
5. All wiring to be as shown on plans, General Specifications, and per code.
6. Telephone wiring to be installed as located by Project Manager when not shown on blueprint.
7. Television cable to be installed as located by Project Manager when not shown on blueprint.
8. Switched lights shall be installed in attic, whether required by code or not. Switch to be placed so
it is visible from attic entryway.
9. Ceiling fans with light kits will be installed in each bedroom and living room as located by Project
Manager when not shown on blueprint. All ceiling fans must be ENERGY STAR®‐qualified.
10. Install a switched 15 amp dedicated electrical circuit receptacle under sink for installation of future
food disposer
11. Install two exterior weatherproof GFCI outlets, one each at the front and rear porches of house
(see blueprint for placement or check with Project Manager if not specified).
12. Exterior lights at back and side of house shall be International Darksky Association‐approved
fixtures.
13. Any receptacle in attached storage not dedicated to one appliance (i.e. refrigerator/freezer) shall
be GFCI.
14. All other GFCI receptacles shall be installed as per code.
15. Provide Arc Fault Circuit Interrupter Breakers where 2011 NEC requires.
16. Provide a 220 30 amp electrical outlet for dryer at laundry area.
17. Provide a 110 dedicated laundry circuit for washer.

20. ENERGY‐STAR® qualified light bulbs shall be installed in 90% of RESNET‐defined Qualifying Light

Contractor‐Provided
1. Provide new and install Built In Microwave/vent‐a‐hood. Shall be Broan 30 In. Microwave needs to

Textures & Paint:
1. Ceilings: May be blown‐on acoustic texture. Walls: Shall be lightly textured (splatter or splatter‐
drag).
2. Cabinets shall be stained with minimum two coats gloss lacquer. Owner to select style and colors.
3. Interior and exterior paint shall be as required in General Specifications Manual.
4. All exterior wood shall be 3 days dry before painting.
5. All interior painted woodwork shall be done in enamel paint. Owner to select color.
6. Paint Colors: Exterior: 1 Main – Interior: 1 Wall and 1 Trim Color (NOTE: OWNER TO SELECT ALL
PAINT COLORS)
Insulation:
1. All insulation must meet or exceed standards set in the 2018 I.E.C.C. and applicable city codes.
Installation shall achieve RESNET Grade I standards.
2. Wall insulation shall be R‐13 plus R‐5 rigid foam board and attic insulation shall be sufficient for
Energy Star Version 3.1 compliance.
3. Wall insulation: Shall be fiberglass or rock wool batts, blown in‐place cellulose or an approved
blown‐on expanding closed‐cell foam meeting 2018 I.R.C. requirements for flame spread. R value
per inch of foam insulation shall not be less than 5.75 in which case the installation of rigid foam
board may be omitted.
4. Attic shall be insulated at the roof line with spray foam insulation to create

and SHGC shall comply with Energy Star Version 3.0 requirements.
Windows:
1. All windows shall be Krestmark Series 400, Vinyl SH IG double pane, Low E, with half screens or
WRITTEN approved equivalent.
2. Windows placement and sizes as shown on plans.
3. All windows shall be insulated glass with a U Value of 0.30 or less and a SHGC of 0.25 or less and
shall be ENERGY‐STAR®‐qualified.
Miscellaneous:
1. Attic access shall be pull‐down stairs (see blueprint for placement or check with Project Manager if
not specified). Attic access shall be fitted with an air‐tight R‐50 insulated cover. Pull down stairs
shall conform to IRC Section 302.5.1 concerning fire retardant covering.
2. Hardware: See General Specifications Manual
3. Doorstops shall be installed behind all doors.
4. See General Specifications Manual for bathroom accessories.
5. If work specs on blueprint do not meet building requirements or when contractor feels other
specifications may work better, contact Project Manager to seek approval and change order
6. Site shall be kept clean of debris during construction with material to be used kept in stacks and
non‐useable material in separate stacks.
7. At completion site shall be cleaned and landscaped as outlined below.
8. Erosion control measures must be followed as per city code.
9. Trim all trees of any dead branches, and/or that come into contact with or are near the new
structure.
10. Property shall be cleaned and “move‐in” ready.
Landscaping:
1. Grade must slope away from house uniformly for 5' in all directions.
2. Water must be directed away from foundation.
3. Minimum 4" topsoil must be in place in all areas of lot disturbed by construction, but not covered
by house or flatwork.
4. Sod lot with season‐appropriate grass species around foundation, walkways, driveway for not less
than four feet from edges. Spread season‐appropriate seed at remainder of disturbed grade.
