SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or her designee, to execute a contract with Bryan & Sons Locksmith, Inc., to
provide locksmith services for various City of Denton departments; providing for the expenditure of funds
therefor; and providing an effective date (RFP 7356 – awarded to Bryan & Sons Locksmith, Inc., for one
(1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-
exceed amount of $150,000.00).
INFORMATION/BACKGROUND
The proposed contract is for locksmith services including installation and repair of locks, key copying,
rekeying, key replacement, safe services, and maintaining the City of Denton’s Master Key System. Locks
include tubular locks, digital combination locks, smart code locks, lock rim, cylinders, deadbolts, cabinet
cam locks, and padlocks. Based on a historical spend and future projections the recommended NTE of this
contract is $150,000 for the potential five (5) year contract.
Current average spend for services: (PO’s + PCard) $23,000 * 5 Year Contract = $115,000
$115,000 * 30% Contingency for unknown $35,000
Total Contract $150,000
Requests for Proposals was sent to 273 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. One (1) proposal was received, references were checked, and the proposal was evaluated
based upon published criteria including compliance with specifications, probable performance, and price.
Based upon this evaluation, Bryan & Sons Locksmith, Inc. was ranked the highest and determined to be the
best value for the City.

This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year

FISCAL INFORMATION
These services will be funded through the using department’s operating budget on an as-needed basis. The
City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
