Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: March 2, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager, or her designee, to execute a Professional Services Agreement with Biggs and Mathews Environmental, Inc., to provide professional services for the Soils and Liner Quality Control and Assurance Plan of Cells 4 B-C-D at the City of Denton Landfill; providing for the expenditure of funds therefor; and providing an effective date (RFP 7109-019 – Professional Services Agreement for professional services awarded to Biggs and Mathews Environmental, Inc., in the not-to-exceed amount of $238,731.00). INFORMATION/BACKGROUND The current landfill cell used for disposal contains approximately 2.1M – 2.23M cubic yards. It’s forecasted to contain approximately 1.83M cubic yards by November 2021, approximately 90% - 100% full. The new cell planned for construction, Cell 4 B-C-D is approximately 23 acres and is located east of Cells 3, and north of Cell 4-A, generally in the center area of the landfill. The construction will be excavated to an elevation of approximately 570 feet above sea level at the north end and decreasing to approximately 562 feet above sea level at the southern end. The total projected excavated quantity will be approximately 500,000 cubic yards which will be stored on site. Available airspace for disposal will be approximately 2.0 – 2.5M cubic yards, based on the final elevation determined per the ongoing permit amendment. The Solid Waste Department’s capital improvement program (CIP) provides funding for the design, quality control and assurance, surveying, and excavation, and construction of this project. The City and the engineering firm of Parkhill, Smith, and Cooper (now Parkhill) completed a professional services agreement in August 2020 to provide services related to the design, construction, and regulatory approval. Through the Engineering Services contract RFQ 7109, we found that Biggs & Mathews Environmental, Inc. has pronounced knowledge and experience with the Soils and Liner Quality and Assurance plan as outlined in the Texas Commission and Environmental Quality(TCEQ), Municipal Solid Waste Permit #1590-A and again detailed in the Project Manual for Construction of the City of Denton Municipal Solid Waste Landfill Cell 4 Excavation and Liner Construction, Appendices: Appendix A- Soil and Liner Quality Control Plan (SLQCP). Biggs and Mathews have provided a Best and Final Offer and proposed to perform tasks per the SLQCP, the TCEQ permit #1590-A, and all applicable federal, state, and local rules regulations. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on October 8, 2019 (Ordinance 19-2305). City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On October 8, 2019, Council approved RFQ 7109 for a prequalified list of professional engineering firms (Ordinance 19-2305). On March 8, 2021, this item will go to the Public Utilities Board (PUB) for recommendation. RECOMMENDATION Award a contract with Biggs and Mathews Environmental, Inc., to provide professional services for the Soils and Liner Quality Control and Assurance Plan of Cells 4 B-C-D at the City of Denton Landfill, in a not-to-exceed amount of $238,731. Mansfield, TX ESTIMATED SCHEDULE OF PROJECT After the project is awarded, 14 calendar days are required for mobilization and another 270 calendar days for substantial completion. According to the proposal as designated by Biggs & Mathews, they will work in conjunction with the project engineer, the surveying firm, the construction contractor, and the City of Denton staff. Per the proposals, the project is scheduled for an approximate number of 107 working days. FISCAL INFORMATION These services will be funded from Solid Waste Project Funds.
