SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or her designee, to execute a contract with Hawaii Drillers Incorporated dba
Coastal Netting Systems, for the purchase of portable litter control for the City of Denton Landfill;
providing for the expenditure of funds therefor; and providing an effective date (IFB 7605 - awarded to
Hawaii Drillers Incorporated dba Coastal Netting Systems, for one (1) year, with the option for four (4)
additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $390,000.00).
INFORMATION/BACKGROUND
The City of Denton owns and operates a 252 acre Type I Municipal Solid Waste (MSW) landfill which
disposes of an average of 1,094 tons per day of MSW as reported by the Paradigm system. The landfill site
is co-located on a larger city-owned tract of land that houses the City’s wastewater treatment plant and a
composting facility that composts dewatered wastewater treatment plant sludge (bio-solids) and wood
waste.
Under the Texas Municipal Solid Waste regulations, 30 Texas Administrative Code 330.233 Control of
Windblown Material and Litter, and the issued Texas Commission of Environmental Quality permit 1590A
Permit Site Operating Plan Section 13. Control of Windblown Waste and Litter which states Litter will be
controlled through several methods, including proper unloading, compaction, and cover procedures; use of
portable litter control fences; orientation of the working face relative to the prevailing wind direction;
placement of screening berms, stockpiles, and adequate staffing for daily litter collection. We have worked
to take a pro-active role in addressing the control and collection of windblown litter by looking into
purchasing the 40’X 16’ X 8’ portable litter control Fencing that can be deployed and arranged by landfill
equipment at a moment’s notice depending on the direction of the prevailing wind. Our current method of
containing windblown litter around the active working face utilizes T-posts and 6’ tall chicken wire fencing
which is a very manual labor-intensive control system. The portable litter control fencing will be initially
used to surround the temporary Public Disposal Area while the new Public Disposal Facility is constructed
due to the current Public Disposal Area being in the footprint of the landfill Cell 4 construction area. After
the new Public Disposal Facility opens the portable litter control fencing will then be utilized at the active
landfill working face to replace the use of t-post and 6’chicken wire fencing with a much larger 16’ tall
fence that is easier to deploy.
Staff recommends the purchase of Portable Litter Control Fencing from Coastal Netting Systems which is
a very versatile and easily deployed portable litter control fencing system.

Invitation for Bids was sent to 375 prospective suppliers of this item, including 24 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. One (1) bid meeting specifications was received. The lowest bid was
received by Hawaii Drillers Incorporated dba Coastal Netting Systems.

RECOMMENDATION
Award a contract with Hawaii Drillers Incorporated dba Coastal Netting Systems, for the purchase of
portable litter control for the City of Denton Landfill, in a one (1) year, with the option for four (4) additional
one (1) year extensions, in the total five (5) year not-to-exceed amount of $390,000.

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year

FISCAL INFORMATION
These items will be funded from Solid Waste Project Funds. The City will only pay for services rendered
and is not obligated to pay the full contract amount unless needed.
