SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or her designee, to execute a Professional Services Agreement with
Schrickel, Rollins and Associates, Inc., for a design engineering report, final design, bid phase services, and
construction administration services for the replacement of Lakeview Ranch Wastewater Interceptor, as set
forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ
6590-098 – Professional Services Agreement for design services awarded to Schrickel, Rollins and
Associates, Inc., in the not-to-exceed amount of $241,800.00). The Public Utilities Board recommends
approval (6 - 0).
INFORMATION/BACKGROUND
The existing Lakeview Ranch Wastewater Interceptor was constructed in 1970 and consists of several
segments of wastewater collection pipeline that range from 10” diameter to 21” diameter. Based on the
overall growth in the City and particularly in the Lakeview Ranch Basin, the existing wastewater interceptor
from McKinney Street to the Pecan Creek Water Reclamation Plant is near or at capacity. Additionally,
there are several development projects anticipated to be constructed in the next three years within this basin
that will increase the wastewater flow in the Lakeview Ranch Interceptor. As such, the existing wastewater
line needs to be replaced with a larger diameter pipe that can accommodate the existing and projected flow
in this area.
The scope of the contract under consideration includes design and construction administration services for
the replacement of the Lakeview Ranch Wastewater Interceptor to accommodate the existing and future
projected wastewater flows in the basin.
Wastewater Utilities Staff evaluated the qualifications and ability of Schrickel, Rollins and Associates, Inc.
to complete this critical infrastructure project. Based upon the firm’s experience and staff assigned to the
project staff have determined that the engineer is highly qualified to perform this work.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on March 6, 2018, and
June 5, 2018 (Ordinance 2018-331).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 6, 2018, and June 5, 2018, Council approved RFQ 6590 for a prequalified list of professional
engineering firms (Ordinance 2018-331).
On March 8, 2021, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Schrickel, Rollins and Associates, Inc., for a design engineering report, final design,
bid phase services, and construction administration services for the replacement of Lakeview Ranch
Wastewater Interceptor, in a not-to-exceed amount of $241,800.
